Senior Technical Program Management: Systems Engineer - Commercial Imagery Integration Project (CIIP)

Overview:

As a Senior Technical Program Manager and Systems Engineer, you will play a pivotal role in guiding engineering teams to adopt a multi-discipline approach. This approach encompasses requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG), and Federal Agencies. Your primary mission is to ensure the timely and accurate delivery of Geospatial Intelligence (GEOINT).

Duties:

  • Mentor and guide Mid-level and Junior-level system engineers responsible for executing critical tasks spanning requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability, and analysis across the NSG, ASG, and Federal Agencies.

  • Provide expert guidance in the planning, analysis, and traceability of user requirements, architectures traceability, procedures, and automation or enhancement of existing systems. Review cloud service capabilities, workflow, and scheduling limitations.

  • Mentor Mid-level and Junior-level system engineers in crafting solutions designs rooted in requirements and emerging technology.

  • Collaborate with the Government to capture and translate mission and customer requirements into comprehensive systems/capability solutions.

  • Offer support in the analyses and allocation of requirements to systems architecture components and executing programs.

  • Lead systems integration activities to ensure seamless functionality.

  • Lead the execution of Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments.

  • Collaborate with the Government in strategic technical planning, project management, performance engineering, risk management, and interface design.

  • Oversee the integration of multiple systems, services, processes, and interfaces within Major Systems Acquisitions, bridging organizational and agency boundaries.

Required Skills:

  • Strong knowledge of Commercial GEOINT Imagery, Data, and Products.

  • Bachelor’s degree or higher in Systems Engineering or a related technical or scientific field (or equivalent Senior Level work experience as a Systems Engineer).

  • A minimum of 12 years of work experience in government or industry in relevant areas, including DoD/IC Acquisition Process, Requirements Process, PPBES Process, or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.

  • Comprehensive understanding of systems engineering lifecycle.

  • US Citizenship.

  • Top Secret / SCI (TS/SCI) Security Clearance.

Desired Skills:

  • Master’s degree in Systems Engineering or a related technical or scientific field.

  • Familiarity with Model Based Systems Engineering, including processes, tools, and languages.

  • Knowledge of Software Development Frameworks.

  • INCOSE Certified System Engineering Professional (CSEP) certification.

  • Documented work experience in the field of geospatial intelligence.

  • Licensure as a professional engineer.

  • Membership or leadership participation in any of the following professional organizations: American Congress on Surveying and Mapping (ACSM); American Society of Civil Engineers (ASCE); American Society for Photogrammetry and Remote Sensing (ASPRS); Open Geospatial Consortium (OGC); Society of American Remote Sensing Professionals (SAREM); United States Geospatial Intelligence Foundation (USGIF).

  • Demonstrated expertise in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.

  • Demonstrated knowledge of the current National System for Geospatial-Intelligence (NSG)/ASG and National Reconnaissance Office (NRO) enterprises.

  • Prior National Geospatial-Intelligence Agency (NGA) and/or NSG/ASG program/project work experience.

  • Previous Intelligence Community (IC) or Department of Defense (DoD) program/project work experience.
