Oracle EBS/ERP (Delphi) System Functional/Technical Subject Matter Expert

(Remote - Washington, DC Area)

(Must have ability to obtain a Public Trust clearance)

This position is part time for six months with the potential to become a full time position.

** Candidates must reside or intend to reside in or near the Washington, DC metropolitan area*

The position is expected to be generally remote with some customer visits in the Washington, DC metropolitan area as needed.

Purpose:

Implementation, use, and support of Oracle Federal Financials (such as Department of Transportation (DOT)'s DELPHI).

The Department of Transportation (DOT) has implemented a program to transform and automate the grants payment process. This program will improve online invoice processing activities by having grant recipients submit invoices electronically via a new system called the Delphi eInvoicing System.

The Delphi eInvoicing System is a real-time invoicing tool that improves efficiency and data transparency by reducing the time between invoice submission and payment and by providing grant recipients with accurate invoice status reporting capabilities.

Direction and Decision Making:

Reports to our client, the FAA Office of Acquisitions and Business Services (OABS) and the SIG VP of Business Solutions.

This FAA OABS serves as the executive agent for FAA's Acquisition Management System (AMS), overseeing FAA capital investments and other procurements, developing and implementing acquisition policy, and supporting FAA's mission by procuring systems, goods and services. It also advocate for small business and lead workforce planning and development for FAA's acquisition professionals.

Primary Responsibilities:

  • Defines business cases supporting federal financial data warehousing.
  • Identifies opportunities for information sharing, consolidation, and co-location.
  • Documents FAA business systems data and information.
  • Data warehouse development.
  • Creation of reports to support executive decision makers.
  • Integrates team and end-user training.

Qualification Requirements:

  • Master's degree and 16 years relevant experience OR Bachelor's degree and 20 years relevant experience.
  • Must possess experience in the implementation, use and support of Oracle Federal Financials such as DELPHI.
  • Knowledge of the processes, systems, tools, and techniques necessary to support data mining, analysis and reporting.
  • Possesses an understanding of the underlying table and data architecture of Oracle Federal Financials.
  • Reporting and data warehousing experience.
