DoD FIAR Senior Task Manager

About the Role:

The candidate will work as a FIAR (Financial Improvement and Audit Remediation Senior Task Manager and will assist DLA (Defense Logistics Agency) by providing subject matter expertise, in the areas of stewardship, business process improvement, and audit sustainment initiatives.

Senior Task Manager: The Senior Task Manager is responsible for leading teams to deliver project(s) that span across one or more business units. You will have multiple Junior Task Managers reporting to you. You will manage resources, schedules, and financials and adhere to quality and control guidelines throughout the full systems/project development life cycle. This also includes management of issues, risks, and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as they relate to improving project delivery.

The ideal candidate will have the following:

  • CPA or similar professional certification required (e.g., CISA, CIA)
  • Federal financial statement audit experience
  • Demonstrated experience leading large, complex engagements and large complex teams
  • Experience with the preparation and/or review of Statements of Budgetary Resources, Statements of Net Cost, and Balance Sheet IAW FIAR Guidance
  • GAAP / GAGAS / Enterprise Risk Management (ERM) / Internal Controls experience
  • OMB Circulars; A-123, A-134, A-136, and other OMB policies and federal financial management system requirements experience
  • FISCAM experience
  • FASAB and SFFAS experience
  • Familiarity/experience with responding to NFRs, and preparing/approving Corrective Action Plans
  • SAP or Oracle Federal Financials functionality experience
  • DLA legacy financial management systems and processes experience
  • DLA policies, systems, and procedures for personnel, acquisition, inventory, property, and material management experience
  • DoD and DLA financial management policies and procedures Current trends in information technology experience
  • Familiarity with Foreign Military Sales (FMS)
  • CIA, CISA, CDFM, or CGFM certification is highly desired.
  • Willingness to perform additional ad hoc duties within area of practice to help drive our Vision, fulfill our Mission, and abide by our Organization's Values.

  • Research best practices within and outside the organization to establish benchmark data and use continuous process improvement disciplines to achieve results
  • Experience leading, motivating, and managing various project and program team sizes, including internal and external resources, while holding the team accountable for performance
  • Strong experience presenting to executive sponsors and demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management
  • Experience influencing and gaining buy-in from executives, sponsors, team members, stakeholders, and peers

Experience:

  • Eight years of progressive experience in leading financial management services and related projects
  • Experience performing financial statement audits in DoD and other federal departments and agencies

Education:

  • Four-year degree in accounting or business management-related field from an accredited institution
  • A minimum of 20 CPE credits each fiscal year and 120 credits over a three-year rolling period

Certification:

  • CPA or similar professional certification required (e.g., CISA, CIA), CDFM, or CGFM certification is highly desired
