Compensation: ($133,120 – $162,708 annually)

JOB SUMMARY/PURPOSE OF POSITION

CHBWV is seeking a qualified applicant to accomplish Waste Management objectives by complying with Federal and state agencies and the Department of Energy (DOE) regulations relative to the proper management and characterization of wastes (radiological and hazardous), ensuring the proper and safe storage and shipment of waste to approved treatment, storage, and disposal facilities.

REQUIREMENTS/SPECIFICATIONS

  1. Education/Experience:
    • BA/BS degree in Environmental Science, Engineering, or related technical fields plus eight (8) years of related experience or equivalent combination of education and related experience and four (4) years of directly related experience in a nuclear environment.
    • Minimum of (3) years supervisory experience
  1. Licenses/Certifications:
  • Valid driver’s license required.

3. Preferred Qualifications:

  • Working knowledge of DOE orders and regulations as they relate to Haz/Industrial, LLW.
  • Must be able to make contacts and have a working relationship with DOE and state customers.
  • Working knowledge of Resource Conservation and Recovery Act (RCRA) and Radiological waste management.

4. Other Requirements:

    • Strong leadership and mastery knowledge of regulatory theories, principles, techniques, polices, regulations, and legal requirements.
    • Highly developed organizational skills
    • Mastery knowledge of waste management (radiological, chemical, and physical attributes).
    • Knowledge of Department of Transportation (DOT) regulations
    • Mastery knowledge of applicable industry specific software applications
    • Personal Protective Clothing
    • Respirator Qualified
    • Ability to travel less than 20% of the time

MAJOR RESPONSIBILITIES/SCOPE OF WORK

  1. Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
  2. Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
  3. Direct staff assigned to Waste Processing, Packaging, Transportation, and Waste Generator Services and provide functional support (e.g., all personnel actions and oversight).
  4. Ensure the implementation of the Waste Management Program requirements across CHBWV. Interact as required or directed with DOE, DOT, EPA, Ecology, and the public.
  5. Provide technical guidance and oversight in developing and maintaining Waste Management procedures in support of CHBWV project activities.
  6. Provide technical guidance and oversight to CHBWV project activities.
  7. Develop and maintain processes/procedures for characterization, sampling, processing, and preparation activities for waste transportation and ensure appropriate compliance.
  8. Obtain requested information to perform compliant transportation activities in accordance with regulatory requirements.
  9. Review and authorize waste documents prior to their transmittal to DOE and the appropriate regulatory agencies as appropriate.
  10. Ensure waste characterization meets the waste disposal and site waste acceptance criteria and meets onsite storage acceptance criteria.
  11. Comply with all environmental laws and regulations, as well as DOE order, governing the characterization, management treatment, storage, and disposal of WVDP wastes by providing guidance to waste generators and waste management services personnel.
  12. Coordinate WVDP waste generator transition to computer-based system of waste stream/container characterization and control.
  13. Implement the site policy to properly characterize, ship, and dispose of waste by providing customer support of WVDP waste generators.
  14. Provide direction and recommendations to DOE and CHBWV groups regarding waste characterization issues and impacts for waste management by anticipating convers, interpreting technical issues, and developing and communication action plans.

  6. Plan, develop, and carry out strategic short-term programs essential to the mission.
  7. Perform broad and intensive practices to establish concepts, theories, or programs or to resolve complex problems.
  8. Interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials from outside the organization.
  9. Provide regulatory, DOE compliance, technical direction and guidance to department and company engineers, operators, and other personnel on regulatory issues relating to waste management compliance issues or concerns.
  10. Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with practices or procedures.
  11. Effectively communicate complex ideas and issues to a diverse audience of subordinates, peers, superiors, and various external customers, using skills of persuasion through verbal and written means to build consensus which leads to agreement on innovative solutions for difficult issues.

SUPERVISORY RESPONSIBILITIES:
