We are seeking a Senior Pricing Manager to join our team in Herndon, VA. The Pricing Manager prepares detailed pricing proposals and business volumes in response to requests for proposals (RFPs) and requests for quotations (RFQs) from Federal agencies (Defense and Civilian). He/she works with the proposal teams for new business opportunities as well as recompetes and assumes the responsibility for preparing competitive and fully compliant cost/price proposals (spreadsheets and narrative volumes). The process includes development of pricing related briefings, proposal development project plans, cost/price models, subcontractor RFQs, subcontractor pricing analysis and negotiation, acquiring cost/pricing approvals, and maintaining pricing related documentation. In addition, he/she participates in our "Price-to-Win (PTW)" discussions and conducts the target price analyses for proposal activities assigned to them. The candidate will also provide support to our operational teams to ensure our pricing approach is balanced with service delivery. This position will report to the President of the company.

Essential Duties and Responsibilities:

  • Ensure integrity and accuracy with cost as well as related financial information.
  • Lead the development and preparation of cost/price proposals (Business Volume) in response to RFP requirements and compliant with Govt policies and regulations as well as RFP and RFQ requirements and internal Unissant policies and procedures.
  • Prepare cost support packages complying with Federal Acquisition Regulations (FAR).
  • Develop cost/pricing models using Excel, based on RFP/RFQ requirements.
  • Develop target rate analysis.
  • Lead our PTW analysis and provide input.
  • Prepare subcontractor RFQ documentation and templates, as necessary.
  • Conduct price analysis on subcontractor quotes, negotiate prices, and document outcomes for final internal approval.
  • Prepare and present detailed cost/price briefings for management including discussion of RFP requirements and evaluation criteria, competitive analysis, pricing strategies, and key financial metrics.
  • Maintain detailed pricing documentation files to serve as future reference, inquiries, or audits.
  • Work closely with Finance, Contracts, BD, Capture, Proposals and Operations to ensure the cost/price proposal is professional, compliant, accurate, competitive, and profitable.
  • Maintain and update the pricing history database regularly.
  • Manage total pricing procedure, enhance processes to make the most of efficiencies and ensure timely response to market conditions.
  • Lead and direct pricing strategy formulation as well as ensure to take pricing actions to enhance profitability.
  • Perform financial evaluation to assess pricing actions effectiveness.
  • Analyze the financial impact of price approach in view of overall history as well as profitability of customer.
  • Actively lead and participate in "what-if" scenarios designed to maximize price/profitability and price-to-win.

Work Experience:

  • A minimum of 5 years of relevant federal contract pricing experience.
  • Experience in all types of contracts---T&M, FFP, CPFF, CPAF
  • Experience in developing PTW graphics and writing pricing narratives.
  • Familiarity with Government CAS and FAR.

Job Skills:

  • Highly proficient in MS Office applications, especially Excel, Word, PowerPoint, and Project.
  • Ability to communicate at all levels of the organization.
  • Ability to work effectively under time critical deadlines and high stress situations.
  • Ability to work with minimal supervision.

Education:

  • Bachelor's Degree is required.

  • Excellent verbal and written skills, including strong presentation skills.
  • Possess a command for communicating complex ideas into simple and understandable concepts.
  • Solid ability to interface, inspire and motivate at all levels of organization.

Travel:

  • Willing to travel occasionally as needed (up to 5%)

Environmental Requirements:

  • Mainly sedentary; in an office environment
  • May be required to lift up to ten (10) pounds
  • Flexible in working extended hours.
