The Public Sector Utility Billing Supervisor is responsible for overseeing the efficient and accurate billing processes related to utility services within a public sector organization. This role involves managing a team of billing clerks, coordinating billing activities, ensuring compliance with regulations, resolving customer inquiries, working with accounting and the banking resources to manage ever changing payment processes, and contributing to the development of improved billing strategies and procedures.

DUTIES AND RESPONSIBILITIES:

Supervision and Team Management:

  • Lead, train, and mentor a team of billing clerks to ensure high-quality work performance and adherence to established guidelines.
  • Monitor team performance, conduct regular performance reviews, and provide constructive feedback.
  • Assign tasks and responsibilities to team members, ensuring balanced workloads and efficient task distribution.

Billing Process Oversight:

  • Oversee the end-to-end utility billing process, including meter reading, calculation of charges, and issuance of bills.
  • Review billing data for accuracy and completeness and ensure timely billing cycles.
  • Collaborate with relevant departments to gather accurate consumption data and ensure billing accuracy.

Regulatory Compliance:

  • Stay updated on relevant laws, regulations, and policies related to utility billing within the public sector.
  • Ensure billing practices are compliant with applicable regulations and standards.
  • Collaborate with legal and compliance teams to address any potential compliance issues.

Customer Interaction:

  • Address customer inquiries and concerns related to billing, payments, and account information in a professional and timely manner.
  • Resolve escalated customer issues, demonstrating strong problem-solving skills and a customer-centric approach.
  • Develop and maintain positive relationships with customers, striving to enhance their overall experience.

Data Analysis and Reporting:

  • Analyze billing data, trends, and key performance indicators to identify opportunities for process improvement.
  • Prepare regular and ad hoc reports for management, highlighting billing performance, discrepancies, and potential areas of concern.

Process Improvement:

  • Identify process inefficiencies and recommend improvements to streamline billing operations and enhance accuracy.
  • Collaborate with cross-functional teams to implement process enhancements and optimize workflow.

Technology Utilization:

  • Utilize billing software and tools effectively to manage billing processes, track customer accounts, and generate accurate bills.
  • Identify opportunities to leverage technology for process automation and efficiency gains.

Training and Development:

  • Organize training sessions and workshops for the billing team to enhance their skills, knowledge, and understanding of updated billing procedures.
Qualifications

MINIMUM QUALIFICATIONS

Bachelor's degree in a relevant field or equivalent work experience. Previous experience in utility billing or a similar financial role, with a demonstrated track record of leadership and team management. A combination of education and experience may be considered.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of: Generally Accepted Accounting Principles established by the Governmental Accounting Standards Board; Statutes, regulations, and policies related to fund accounting. Strong understanding of billing processes, regulatory requirements, and customer service principles.

Skills in: Independent judgment, problem solving, complex accounting transactions, Excel and Word processing, business communication, internal controls over financial reporting and accounting, confidentiality of information; analysis; identify and resolve discrepancies in accounting records, arithmetical calculations. Proficiency in using billing software and Microsoft Office suite. Excellent communication skills, both written and verbal. Analytical mindset with the ability to interpret data and generate meaningful insights.

Strong organizational skills and attention to detail. Problem-solving abilities to address complex billing-related issues. Ability to work collaboratively in a cross-functional environment.

Environmental Factors:

Work will be performed indoors in a general office environment. The ability to use and work on a computer for a majority of the work day is required.

Physical Factors:

While performing the duties of this job, the employee will be required to sit or stand in one position for the majority of the work day. Time spent walking will be minimal. Up to 6-8 hours per day will be spent working on a computer and making/receiving phone calls. The employee will spend approximately 6 hours per day performing repetitive tasks such as typing and grasping objects such as pens, pencils, and money. Bending, kneeling, stooping, and lifting, pushing and pulling objects weighing up to 20 pounds may occasionally be required.
