Job Description
JOB DUTIES OR ESSENTIAL FUNCTIONS: The essential functions of the position include, but are not limited to the following:
- Processes all the accounts receivable and payable
- Processes and issues bills
- Makes deposits
- Prepares for audit
- Provides monthly financial reports to the city council.
- Processes payroll and all reports associated with payroll reporting.
- Points of sales receipt system
- Assists with customer service, i.e., answering phone calls, accepting utility payments, and waiting on customers
- Performs other related duties and assume related responsibilities as apparent, requested or assigned
- Prepares asset, liability, and capital account entries by compiling and analyzing account information
- Maintains a computerized vendor list with names and addresses
- Receives invoices from Department Heads, Staff, mail, or email
- Verifies that invoices have been initialized by department heads and correct!y coded
- Verifies, allocates, posts, and reconciles transactions
- Reconciles statements to invoices
- Posts payables and create checks
- Files invoices with copy of check stub
- Establishes and maintains a filing system for accounts payable records
- Prepares monthly expenditure list for approval by the City Council
- Assists in the preparation of the fire contracts and issues billing for
- said contracts
- Prepares and issues bills for payment and sends payments to vendors.
- Conducts special assessment searches
- Works with external auditor(s)
- Summarizes financial status by collecting data and preparing balance sheets, profit and loss account statements and other reports
- Assures the accuracy of financial documents, expenditures and investments
- Produces error-free accounting reports and present their results
- Reconciles financial discrepancies
- Reconciles bank statements
- Posts monthly interest
- Posts liquor store receipts
- Processes payroll
- Verifies accuracy of time sheets for hours worked, PTO, Holiday hours etc.
- Processes payroll and submits all payroll reports.
- Has a good understanding of all union contracts and personnel policies
- Prepares IRS report, W-2s, W-3, 1099, 1096, 1095 and 941's
- Submits payroll and sales tax per IRS regulations
- Manage and file all Federal and State tax documents
- Performs back up general receptionist/secretarial duties
- Directs individuals to the proper department for assistance
- Directs incoming phone calls to the proper staff
- Processes daily mail
- Makes copies and processes correspondence
- Assists with utility billing as needed
- Prepares check for postage of mailing utility bills
- Accepts payments from customers
- Assists with the issuance of permits and licenses and any reporting requirements, such as and/or related to:
- Burning Permits
- Pet Licenses
- Land Use Permits - has an understanding of zoning ordinances.
- Other databases as assigned
- Reconcile Bank Statement every month.
- Reconcile bank statement monthly and submit it to City Clerk/Treasurer for review
- Bank Deposit
- Prepares the bank deposit and submit it to City Clerk/Treasurer for review
- Verifies and signs off on accuracy of utility deposits
- Performs other related duties and assume related responsibilities as apparent, requested, or assigned

This position may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to perform the duties. While data are being accessed, this position should take reasonable measures to ensure the not public data are not accessed by

MINIMUM QUALIFICATIONS

Education
High School Diploma or GED.
Experience
Knowledge of fund accounting
Knowledge of accounts payable and receivable Knowledge of payroll processing and reporting Knowledge of land use permits or ability to learn

Education
Associates Degree in accounting or related field
Experience
Four (4) years of experience in accounting or related field
