CHIEF FINANCIAL OFFICER

Under limited supervision from the Chief Executive Officer, the Chief Financial Officer oversees all financial matters for Greenville Water, including accounting, comprehensive financial reporting, cash management, investment, budget preparation and monitoring, purchasing, inventory control, and fixed assets functions, rate setting, negotiating wholesale contracts and bond sales, internal and external audit requirements, and compliance and treasury functions, in accordance with legal, ethical, and financial policy guidelines and best practices and in accordance with organizational and operational objectives specified in Greenville Water's Strategic Plan.. The Chief Financial Officer also provides oversight to Business Services. This position provides significant input in determining and implementing policy, procedures, and continuous improvement initiatives.


ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Plans, develops, organizes, implements, directs, evaluates, and reports on Greenville Water's fiscal function and performance.
  • Prepares realistic and fiscally sound annual and special budgets to enable Greenville Water to achieve objectives. Ensures that all departments function within budgetary and accounting principles and policies.
  • Responsibilities include accounting, debt management, financial forecasting, budget monitoring, rate studies, cost of service, rate setting, financial reports, and financial trends in order to assist the Chief Executive Officer (CEO), the Commission, and other executives in performing their responsibilities.
  • Evaluates Greenville Water's various insurance policies to ensure adequate levels of coverage; takes necessary steps to protect the assets, customers, and employees of Greenville Water.
  • Ensures appropriate accounting procedures, including internal controls, are followed, and accounting systems report accurate and timely information. Ensures transactions support effective allocation of resources within policy confines, and are properly reviewed, approved, safeguarded, and recorded in accordance with generally accepted accounting principles (GAAP).
  • Successfully fulfills leadership functions within assigned areas such as: safety, recruitment, succession planning, employee relations concerns/resolutions, disciplinary action, performance management, promotions, salary administration, policy development/adherence,
  • Prepares and coordinates the annual audit. Oversees external auditors and handles auditor requests including supporting documentation, work coordination, and problem resolution. Prepares the comprehensive annual financial report (CAFR).
  • Prepares monthly financial statements and other financial and analytical reports and presentations. Presents reports to Executives and the Commission for business planning purposes as directed by the Chief Executive Officer (CEO).
  • Ensures the purchase order process is conducted economically, timely and effectively.
  • Confirms procurement receives the best value offer through their performance of advanced research on market trends, available products, pricing and supplies in accordance with often complex product specifications.
  • Reviews disposition of surplus supplies and equipment ensuring proper, fair, consistent and price-appropriate disposal in accordance with policies and procedures.
  • Verifies contracts, requests for proposals, leases, bid openings and agreements are vetted fairly, competitively, and legally ensuring adherence to policies and procedures.
  • Confirms insurance policies and claims are current, appropriate, and managed timely per Greenville Water policies and procedures.
  • Ensures long term planning efforts meet the needs of customers and service areas.
  • Uses cost-benefit analysis and best practices to routinely examine internal processes seeking to enhance opportunities for efficiencies through technology.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

Requires a Bachelor's Degree in Finance, Accounting, Business Administration, or other relevant field, supplemented by ten (10) years of extensive and progressively responsible management experience as a CFO in a water utility or governmental industry; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. MBA or MPA Degree preferred. Certified Public Accountant (CPA) designation required. Also requires a valid SC driver's license.
