Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented person to join the Capital Projects and Traffic Engineering Division. Oversees the development, design, review, and management of active transportation projects, plans and programs. Serves as a subject-matter expert on active transportation for other internal and external stakeholders, and the general public. In a dynamic and quickly evolving environment, provides a challenging and rewarding experience for an individual invested in achieving the county’s ambitious active transportation goals.

Responsibilities include:

Reviewing and providing active-transportation comments on project plans, project scopes, transportation studies and site plans; Supporting activities associated with the county’s active transportation plan; Assisting in activities to secure funding for active transportation needs; Fostering collaborative working relationships with internal and external agencies and stakeholders to advance bicycle and pedestrian transportation in Fairfax County; Developing and reviewing pedestrian and bicycle policies; Reviewing, summarizing, and investigating pedestrian and bicycle data, including statistics, new technologies, and legal/legislative matters; Supporting review of developer sidewalk and trail waiver requests; Supervising an Engineering Technician II; Providing staff support for the Trails, Sidewalks and Bikeways Committee; Preparing and communicating technical reports, status reports, meeting summaries, letters, official items for Board of Supervisors’ consideration, and other documents, as required; Preparing presentations for and serving as an active transportation subject-matter expert at project-related public meetings, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs; and Performing other duties as assigned. MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED: Valid driver's license (required)

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS :

Bachelor’s degree and five years of experience in civil engineering, urban planning, regional or transportation planning, or landscape architecture related to active transportation capital projects Experience with and knowledge of the Americans with Disabilities Act (ADA) and active transportation facility design requirements Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines Strong written communication skills, experience with creating presentations, technical memoranda, non-technical memoranda, letters, and other correspondence Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships Demonstrated success as a supervisor, including coaching and training Desire to advance a collaborative and supportive culture

PHYSICAL REQUIREMENTS : Work is generally sedentary, however, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. Ability to operate a motor vehicle. Ability to ride a bicycle. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. All duties performed with or without reasonable accommodations.
