Job Title: Senior Geographic Information Systems (GIS) Developer
Department: City of Aspen
Classification: Non-Exempt

Hiring Range: $78,312 - $88,109/annual
Salary Range: $78,312 - $117,458/annual

Position Summary: The position performs a broad range of Geographic Information Systems (GIS) tasks
including the development and support of Geo AI, Extract Transform Load (ETL) processes, systems integrations and data administration operations using spatial and non-spatial databases to design, program and maintain GIS applications as well as oversee the City's Unmanned Aircraft System (UAS), GIS project management and oversight of capital and software acquisitions and content development consistent with the organization's values and mission statement.

Supervision Exercised and Received: Position works under the general supervision of the GIS Program Manager.

Essential Job Functions:
Project Management
* Scope development, scheduling, timeline management, and deliverables
* Communication skills ensuring teams of individuals, across various backgrounds, can come together to achieve successful project including GIS professionals, developers, marketing, finance, among other professionals.
* Familiar with City's Procurement Process including utilizing requisition processes in Oracle.

Geo-Artificial Intelligence (GeoAI) Spatial Analysis
* Application of artificial intelligence (AI) fused with geospatial data, science, and technology to accelerate real-world understanding of business opportunities, environmental impacts, and operational risks.
* Utilize Aerial photography, drone photography, LiDAR and satellite imagery to extract data through deep learning models.
* Enhance predictive analysis utilizing machine learning.

Custom Analysis
* Develop new geoprocessing tools.

Programming or Scripting
* Create solutions to support tabular or geographic data extraction, manipulation, translation, analysis and QC;
* Develop, Implement, and Maintain complex custom GIS applications

Technology Advisement
* Research, evaluate, and recommend new and emerging technologies.

ETL Processes
* Improve data and processes within the Enterprise GIS; monitor systems, data, and processes; and perform ETL operations for effective integrations.
Develop Unmanned Aircraft System (UAS), a.k.a. Drone, program
* Allow City to acquire videos and imagery in-house.
* Acquire appropriate hardware and software to create end-to-end drone solution allowing for flight planning, 2D and 3D mapping, analysis, content management and sharing.

Minimum Requirements:
Education: Bachelor's degree in GIS, Geography, Computer Science, Planning, Engineering, GIS Project Management or a related field.
Experience: Five years of related GIS experience.
Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Additional proficiency in Adobe products, Python, JavaScript, HTML5, CSS3, SQL, ETL operations, Esri ArcGIS platform, GPS hardware and software, UAS (drone) hardware and software, Asana and Oracle preferred.
Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date.
Desirable Qualifications:
* Experience specifically with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, ArcGIS Hub, ArcGIS Monitor and SQL Server, Drone2Map, Site Scan.
* FAA's Small UAS Rule (Part 107) Unmanned Aircraft General - Small (UAG) pilots license.
* Master's degree in GIS, Geography, Computer Science, Planning, Engineering, or a related
* field.
* GIS Professional Certification (GISP)

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:

* Regular full time, 40-hour work week, Monday-Friday, hours may vary with workload.
* Evenings/Weekends: Evenings may be required in addition to or instead of normal hours.
