Job Summary

Become part of a dynamic Environmental Health team and make a difference in the community! We are currently seeking an Environmental Health Program Manager to join the Health Department Environmental Health Consumer Services Division.

The Program Manager will play a pivotal role in advancing the department's mission of providing health services to enhance and ensure the well-being of all Loudoun County residents. This individual will be responsible for supervising a division of environmental health services, which includes overseeing a range of critical areas such as food safety, accommodations like hotels and motels, migrant labor camps, school food programs, social service and daycare facilities, recreational water safety, and enforcement of the County Nuisance Ordinance.

In addition to managing these program areas, the Environmental Health Program Manager will be tasked with a variety of responsibilities aimed at maintaining compliance with county, state, and federal health laws, and regulations. This includes developing and implementing technical policies and procedures, ensuring the enforcement of health codes and ordinances, and providing guidance to staff members in handling complex and sensitive matters.
The role also involves collaborating with other county departments, state agencies, and federal entities to enhance environmental health initiatives and support strategic planning efforts. This includes maintaining effective communication channels with stakeholders, making public presentations to inform and engage the community, and providing timely information to county leadership, staff, and the public.

This position offers an opportunity to make a significant impact on public health outcomes in Loudoun County by leading and coordinating environmental health efforts in a dynamic and fast-paced environment. May perform other essential job functions specific to the position and department

Minimum Qualifications

Bachelor's degree in Public Health, Environmental Health, or related field with coursework in epidemiology, microbiology, biostatistics, toxicology, risk assessment, risk communication, and/or environmental health law; five (5) years of related work experience in the environmental health field, at or above a level equivalent to an environmental health specialist and including some experience as a team leader or supervisor; or equivalent combination of education and experience.

Preferred qualification:
  • Experience in program management, risk assessment, coaching, leading, and supervision.
  • Local Government policy experience.
  • NEHA Registered Environmental Health Specialist (REHS) credentialed.
Job Contingencies and Special Requirements

Pass pre-employment background checks, including fingerprinting and DMV checks. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

  • May be required to obtain and maintain a certified pool operator license.
  • May be required to obtain and maintain credentials in VDH Certified Food Safety Standardization Officer and or VDH Food Standardization.
  • May be required to work during County emergencies 24/7; and if so, may be assigned to a different location or asked to serve in a different capacity.
  • Some evening/weekend work and overnight travel may be required.
