Dept/Div: Building Department --- FLSA Status: Non-Exempt

General Definition of Work

Performs difficult skilled administrative support work reviewing and confirming applications for permitting, review, inspections, and finals; providing software support and troubleshooting for building, zoning and code enforcement with ACCELA software; providing support to open records research, developer questions, legal requests regarding building division; acting as building liaison on County and development authority projects; supporting citizens/contractors/internal staff with software and office equipment opportunities; and related work as apparent or assigned. Work is performed under the limited supervision of the Assistant Director, Community Development.

Essential Functions

Provide customer service for all permitting related questions and requests for customers, internal staff, other department staff, utility companies, etc.

Research property history to support permitting activity and educate property owners and permit applicants to ensure adequate direction is given.

Review of permit applications for correctness and completeness, and provide education and directions to the customer to ensure all requirements are met.

Invoice, collect fees, and issue permits once all permit requirements are met.

Coordinate inspections with permit applicants and building inspectors, and provide support to building inspectors, building officials, and internal and external County staff.

Coordinate with building inspectors, permittees, contractors, subcontractors, utility companies, internal and external staff to ensure permit compliance to finalize and issue certificates of occupancy or certificates of completion.

Provide technical support to customers, and internal and external staff with regards to the permitting software.

Encourages and promotes a culture of excellent service.

Knowledge, Skills and Abilities

General knowledge of complete cycle of residential, commercial and industrial review, permitting and finals; ACELLA and Community Core software for building division; standard office equipment; Thorough knowledge of related industry, organization and department policies, practices, procedures, legal guides, recommendations, ordinances and laws; ability to train and assist individuals with a range of technical skill levels on ACELLA and Community Core software; ability to troubleshoot software; ability to interact with Redmark & ePermit Hub on software scripts/updates.

Education and Experience

High school diploma or GED and considerable experience in permit/license enforcement work, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires repetitive motions, standing, walking and sitting; frequently requires speaking or hearing and using hands to finger, handle or feel and occasionally requires reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements, close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements

Software training on ACCELA and Community Core within 6 months.

Favorable background history as determined by review of local, State and Federal records.

Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
