Job Description

Hours:          Full-Time, Tuesday through Friday, 12:30pm – 9:00pm & Saturday 8:30am – 5:00pm,

                        May periodically be required to work hours outside of normal schedule.

Salary:           $50,000 - $55,000 annually, depending on qualifications

 

Summary:

Manages and oversees the daily functions of the maintenance, dispatching and transportation services of the Transit Department.  Ensures compliance with all federal, state and local laws pertaining to public transportation.  Identifies areas of improvement and recommends changes to the Deputy Director.

 

Duties:  

  • Demonstrates regular and predictable attendance.

 

  • Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government.

 

  • Ensures assignments are complete, provides training and evaluates employee performance; receives and resolves employee issues according to established guidelines along with Deputy Director; approves timesheets and leave requests.  Assist with interviews and hires candidates for employment.  Actively involved in employee and/or labor relations.

 

  • Monitors and oversees transit operator’s schedules. 

 

  • Assists with scheduling requests; establishes efficient vehicle routes and make adjustments as appropriate; Assures drivers have knowledge of their routes and mechanisms are in place to communicate and educate route changes.

 

  • Recommend to the Deputy Director expansion of services or routes, changes in schedules in order to improve passenger services and meet expected standards and increase revenues, redesign of services to better serve LCT passengers and methods to improve coordination of transportation services.

 

  • Ensures that all policies and procedures are followed pertaining to the Drug and Alcohol program.  Escorts transit operators for testing.  (Random, Post-accident, Reasonable Suspicion, etc.)

 

  • Collaborates with Deputy Director to assure safety of all passengers, drivers, staff and equipment; assures all remain current on all safety related requirements (e.g. ADA, Drug and Alcohol, DOT, CPR/FA, etc.); assures mechanisms are in place to communicate, educate and update all LCT staff on safety requirements.

 

  • Spot-check operators at various time points or on-time service, appearance, uniforms, and safety of operations.

 

  • Prepare daily supervisor report.

 

  • Oversees training for new employees under their supervision.  Prepares schedules and organizes training needs and courses upon request.

 

  • Responsible to see that all operating personnel adhere to the rules and regulations, policies and procedures of Licking County Transit, as well as the Union bargaining agreement if applicable.

 

  • Provide patrons, via telephone, digital media or in person, requested bus information i.e. departures, arrivals, stops, destinations, proper route, and fare information.

 

  • Communicates to mechanics and dispatchers any repairs and maintenance and cleaning issues with buses immediately.  Ensures buses are provided to the mechanic for scheduled PMI’s.

 

  • Communicates to the transit Vehicle Maintenance Supervisor for any immediate cleaning/disinfecting needs.

 

  • Aid any passenger in doubt of which bus to ride or to aid passengers who may miss connections.

 

  • Assist with accident/incident investigations.

 

  • Responsible for making sure that all operators function safely and efficiently on a daily basis.

 

  • Assist with dispatching when necessary.

 

  • Meets all job safety requirements and all applicable PERRP safety standards that pertain to the essential functions of the position and all agency safety procedures.

 

  • Remains informed of current developments and procedures pertinent to duties; may be required to attend regular staff meetings and seminars/training.
Qualifications

Minimum Qualifications:

Position requires a high school diploma or General Education Degree (GED). equivalent. Two (2) to four (4) years related experience and/or training; or equivalent combination of education and experience.  A minimum of five (5) years supervisory experience.

Supervisory Experience:

Overall supervisory responsibilities for operators, dispatchers, lead mechanic, mechanics and bus detailer.

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
