Reports to:  VP of Workforce Programs 


Job Summary: Plans, manages, and monitors activities of the department to ensure goals and outcomes are accomplished within allowable activities and funding parameters. Responsible for the ongoing management, training and development of the Empowerment Services team. 


Job Responsibilities:   

  • Directs program managers to ensure program compliance, professional development and training occurs and to effectively conduct outreach and education of all programs to income eligible audience. 
  • Monitors program implementation to ensure compliance with Agency and its funding sources, policies and procedures to ensure the goals and objectives are being met. 
  • Manages program outcomes and new program development that focuses on the needs of the community, including conducting research, forecasting trends and analyzing data to make informed programmatic decisions. 
  • Develops liaison relationships with other agencies and neighborhood groups to include collaboration with other human service organizations to provide additional or ancillary services for clients. 
  • Seeks grant funding and/or fundraising opportunities to supplement federal funding dependency; to augment and or create community-focused programs based on gaps identified in the community needs assessment. 
  • Plans strategy for programs across all lines inter- and intra-agency. 
  • Can think on both the macro and micro levels and translate ideas into action and implementation that result in qualitative and quantitative results. 
  • Other duties as assigned 

 

Working Conditions and Physical Requirements: 

Standard office environment.  Requires ability to operate telephone and personal computer for extended periods of time. Occasional travel, sometimes overnight.

Education and Qualifications: 

  • BA/BS degree in workforce development / human services related fields or equivalent knowledge/experience. 
  • Five years' experience in workforce development, non-profit management or in a community service organization with documented evidence of success. 
  • Valid Ohio Driver's license and/or Reliable transportation and ability to comply with agency’s insurance standards and policy. 
  • Preferred: Community Action experience. Extensive multi-program management, program planning, project management, and grant writing experience.
