JOB SUMMARY: This is an entry-level apprentice training position. Under direct supervision, this position will assist in the essential functions and responsibilities to learn to be able to complete them with limited supervision. Assists in locating gas distribution and transmission lines, and maintaining valve boxes. Assists in performing gas line construction and maintenance duties. 


Incumbents in this position will be held to the District’s Gold Standard for Customer Service. 


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Training in the use of prescribed equipment to locate gas lines for utilities and customers. Required to dig to the line to visually inspect gas line was properly located. Must use current techniques to determine location of gas line.
  2. Updates system maps.
  3. Prepares and backfills trenches.
  4. Inspects old service lines.
  5. Aids in response to gas leaks.
  6. Ensures truck is properly stocked with equipment and construction materials.
  7. Completes appropriate forms and documents all work performed.
  8. Must be able to safely and responsibly operate the automotive vehicle assigned. Must maintain assigned vehicle through appropriate operator maintenance and by keeping said vehicle clean and neat.
  9. Maintains tools and equipment in prescribed manner.
  10. Maintains control of inventory items obtained from stock or carried on truck.
  11. Other miscellaneous job-related duties as assigned.

 EDUCATION AND EXPERIENCE:

High School diploma. 


ESSENTIAL COMPETENCIES:

  1. Exhibits essential math skills (addition, subtraction, multiplication, division, fractions, and decimals). Basic language skills: read, write, and speak clearly.
  2. Interpersonal skills to work in a team environment, take direction from supervisors, follow work rules, keep required job schedules and focus on details, and encourage cooperative work environment.
  3. Awareness and comprehension of company policies, procedures and practices, and regulatory requirements. Shows understanding of safety programs and initiatives.
  4. Knowledge of corrosion control and electrical principles. Familiarity with Sunshine One-Call and DOT regulations related to corrosion, leak testing and record keeping.
  5. Basic computer skills (knowledge of MS Office and applicable District approved software).
  6. This position requires knowledge and task evaluation as determined by Pipeline and Hazardous Material Safety Administration rule CFR 49, Part 192; Subpart NOperator Qualifications (OQ).


 TECHNICAL SKILLS REQUIRED:

  1. Must possess and maintain valid Florida driver’s license and a driving record satisfactory to the District and its insurers.
  2. Shows an understanding of and ability to perform maintenance, troubleshooting and repair duties on controls and equipment connected to, corrosion control systems, gas quality monitoring equipment, gas measurement equipment and controls facility communications equipment, pipeline facilities and compression facilities.
  3. Proven capability to perform all work in compliance with District, local, state and federal standards, procedures, and regulatory requirements. Conducts right-of-way and pipeline protection activities including pipe location, excavation monitoring, and inspections resulting from one-call notifications and/or direct calls.
  4. Skills to use and maintain corrosion testing and cathodic protection equipment and diagnostic testing equipment. Exhibits knowledge and experience in safe handling practices of flammable gases and liquids on high pressure systems.
  5. Ability to interpret maps, plans and blueprints to locate pipeline facilities.
  6. Displays knowledge of compressor and transmission pipeline systems operations. Proven skills to install, repair, service and maintain valves, pipe, pipeline and appurtenances.


OTHER FACTORS:

  1. Regular attendance is an essential function of the position.
  2. This position requires incumbent to be on the stand-by rotation for after-hours duty: i.e., rotating on-call shifts, weekends, holidays and overtime; may be required to work overtime with little notice. 
  3. Must be appropriately dressed in a clean and neat District authorized/approved uniform during work hours.
  4. Physical Effort: Requires extensive walking, bending, stooping and crawling, climbing and moderate lifting. Must be capable of working from ladders and elevated areas.
  5. Working Conditions and Hazards: Works inside and outside. Exposed to rain and seasonal weather extremes. Exposed to fires, toxic fumes, electrical shocks from high voltage, and dog bites. Must be able to work with power tools and other hazardous equipment.
  6. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to undergo testing for illegal drugs in accordance with DOT Pipeline Safety Regulations, Code of Federal Regulation, Title 40 (49 CFR), Part 199.
