The Director of Human Resources will plan, lead, direct, develop, and coordinate all strategies, policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy, as established by the Chief Executive Officer (CEO) and Board of Directors, within parameters of employment and labor law. The role works directly with the CEO to design and promote a positive work culture where employees can feel safe, engaged, and inspired to deliver high performance.

Southern Coos Hospital & Health Center's Director of Human Resources:

  • Collaborates with executive leadership to create and implement the organization’s goals and strategy related to talent management, such as staffing, recruiting, and retention.
  • Administers and oversees the administration of human resources programs including, but not limited to, compensation, benefits and leave; performance and talent management; disputes and investigations; productivity, recognition, and morale; training and development; and occupational health and safety.
  • Raise the overall level of organizational maturity through strong HR practices that are well documented and repeatedly demonstrated.
  • Maintains knowledge of industry trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to executive leadership
  • Annually reviews and makes recommendations to executive leadership for improvement of the organization’s policies, procedures, and practices on personnel matters. Communicates changes in the organization’s personnel policies and procedures to leadership and staff and ensures that proper compliance is followed.
  • Create and track HR indicators and metrics (e.g. time to fill, turnover, timely performance review completion rate, number of legal complaints) to identify and prioritize opportunities for improvement.
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Develops and evaluates recruitment resources and strategies. Create employer brand and ensure consistent use. Manages external recruitment firms. Handles recruitment for leadership positions.
  • Creates and manages the compensation philosophy and program for the organization, to be competitive in the local market. Leads and advises executive management in the annual review, preparation, and administration of the organization’s wage and salary program.
  • Oversees benefit plan design to ensure competitive benefits programs.
  • Oversees the creation and administration of the performance and talent management process and systems, to ensure the outcome is meeting the organization’s performance needs.
  • Coordinate exit interview process and analyze data to determine areas of strength and areas of improvement for the organization; make related recommendations to executive leadership.
  • Leads employee engagement, retention, and change management initiatives for the organization.
  • Lead the organization’s diversity, equity, and inclusion policies and activities.
  • Works directly with department managers to advise them on carrying out their responsibilities related to personnel matters.
  • Conduct complex and/or high-risk investigations. Oversees all disputes and investigations, delegating less complex cases to department managers and/or HR Generalist, as appropriate.
  • Manage and participate in outside employment investigations and hearings, such as BOLI or DOL
  • Consults with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
  • Develops and manages the leadership development program for the organization, assessing training needs, choosing learning strategies, customizing material, delivering training as appropriate, and evaluating the effectiveness of the program.
  • Recommends, evaluates, and participates in staff development for the organization.
  • Develops and oversees maintenance of the human resource information system (HRIS) that meets the organization’s personnel information needs.
  • Manage all contracts of outside vendors for employment-related services
  • Supervises the staff of the human resources department, including facilitating professional development, training, and certification activities for HR staff.
  • Develops and implements departmental budget.

Skills, Knowledge, & Experience Requirements:

  • Minimum of 5 years of progressively responsible experience in Human Resources, with at least 3 years in Human Resources management required
  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred
  • SPHR or SHRM-SCP Certification preferred
  • Comprehensive knowledge of employment-related laws and regulations required
  • Excellent verbal and written communication skills required
  • Excellent organizational skills and attention to detail
  • Excellent time management skills with a proven ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Strong supervisory and leadership skills
  • Ability to interact professionally with employees at all levels of the organization required
  • Proficient with Microsoft Office Suite
  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management system
