Full Job Description

Under the direction of the Schwarz Construction LLC Water and Wastewater Operations Superintendent, the Water Treatment Plant Operator operates, inspects and maintains the water treatment plant and related facilities to supply potable water to the Depot and its tenants while managing the associated waste and complying with environmental requirements and Federal regulations. The primary duties are as follows:

Follow operation schedules as required.

Be thoroughly trained in and familiar with the operation and maintenance requirements of all plant equipment.

Perform routine maintenance of equipment.

Performance of various labor tasks as required in and around the plant.

Perform laboratory analyses for plant operation and sampling.

Maintain daily and monthly reports.

Responsible for administration, operation, and maintenance of the entire plant.

Operates treatment facilities to control flow and processing of water.

Observes variations in operating conditions and interprets meter and gauge readings and test results to determine processing requirements.

Exercises direct authority over all plant functions, IAW approved policies and procedures.

Operates valves and gates, starts and stops pumps and motors to control and adjust flow and treatment processes.

Maintain daily logs and records meter and gauge readings.

Extracts samples or routine laboratory tests and analyses.

Performs all maintenance functions and custodial duties.

Analyzes and evaluates operation and maintenance functions, initiates or recommends new or improved practices.

Develops plans and procedures to ensure plant operation.

Maintains a good working relationship with the BGAD Commander and Depot employees.

Is able to pass a criminal background check to obtain necessary security clearances.

Must comply with BGAD security requirements at all times.

Practices safe working habits.

Possesses knowledge in the applicable fields of work.

Can perform duties that require moderate walking, lifting, and climbing.

Requires a valid Kentucky driver’s license and is able to obtain a REAL ID to comply with DOD requirements for accessing the base.

Must be able to satisfactorily pass the Company’s drug screening as required.

The DOD has a need for a responsible individual that demonstrate leadership qualities and has substantial experience in the applicable work. Applicant must have a minimum of a high school diploma or equivalent. A Kentucky Class III Water Treatment Operator’s license is required to fully carry out the job responsibilities. At the same time, we strive to put employees first and provide an extensive training and continued education program. As a result, we will accept knowledgeable and skilled applicants who are eager to learn and have a Class II Water Treatment Operator’s license and have worked in a Class III facility. A Class II Wastewater Operator’s license and experience are also desired to fulfill other responsibilities, since Schwarz Construction operates BGAD’s water, distribution, wastewater, and collection systems. We believe that it is best to teach and develop our employees for future positions and are committed to providing resources to grow and develop their skills and capabilities. Our goal is to train all employees to obtain multiple licenses for water, wastewater, backflow prevention, etc.

The starting salary is $29.00/hour. Salary will be negotiated at the time of hire, commensurate with experience. The position must meet the minimum standards set forth in the Davis-Bacon Act Wage Determination Rates 2015-4701 latest version. This includes a minimum of twelve (12) paid holidays per year, one (1) hour of paid sick leave for every thirty (30) hours worked up to fifty-six (56) hours per year, and a minimum of two (2) weeks’ vacation after one (1) year of service with a contractor or successor, three (3) weeks after five (5) years, four (4) weeks after fifteen (15) years, and five (5) weeks after twenty-five (25) years.

The position is full time and follows a standard 8-hour shift. Under the supervision of the Water and Wastewater Operations Superintendent, operators are scheduled to work on a rotation between 8-hour morning, day, and weekend shifts. At this time, the water treatment plant operates 12 hours per day Monday through Friday and 8 hours on Saturday and Sunday. Operators currently work every fourth weekend. Actual operating hours may be subject to change based on water demand. Operators should be available for weekend work and/or overtime work. Although little to no overtime is expected, this may not always be the case. The position is for on-site work only.

A Contractor to the Department of Defense (DOD) has an immediate position available for a full-time Class II or III Water Treatment Plant Operator at the Blue Grass Army Depot (BGAD) located in Madison County, Kentucky approximately 5 miles south of Richmond, Kentucky on U.S. 421. BGAD is comprised of approximately 14,500 acres with over 400 buildings, over 40 miles of various diameter water lines with valves and hydrants, and over 20 miles of various diameter wastewater lines with manholes and lift stations. The water treatment plant is a new state-of-the-art class III ultrafiltration system with a capacity of 0.72 million gallons per day. BGAD's water and wastewater operations not only serve BGAD’s Mission, but also numerous tenants. These tenants include Blue Grass Chemical Activity (BGCA), Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP), Army Reserve, National Guard, and Contract Operations L3.

BGAD manages the operation and maintenance of their Government-owned water treatment plant, distribution system, wastewater treatment plant, and collection system through multi-year contracts that are renewed while the Depot is active to account for inflation and escalating work requirements. Schwarz Construction LLC renewed a multi-year contract on 12/1/2022. The Water and Wastewater Operations Superintendent has maintained the position for over 15 years and has a class IV water treatment plant operator’s license, class I distribution license, class II wastewater treatment plant operator’s license, and class II collection license. At the heart of BGAD’s mission is resiliency, which includes retaining operators through competitive pay, looking after the well-being of employees through Federal health and welfare benefits, rewarding excellent service, and fostering long-standing relationships.
