POSITION OVERVIEW

Under the general supervision of the Planning and Marketing Manager, the Transit Planner I (Analyst) is responsible for research and data analysis, assisting with grant and report writing, and assisting with Planning Department functions.

  • Researches and tracks grant funding opportunities at the federal, state, and local levels
  • Assists with writing and research to develop competitive grant applications
  • Assists with writing of staff reports for Board of Directors meetings
  • Analyzes data from various sources including, but not limited to: ridership and farebox, on-time performance, internal and external survey results, transit signal priority data, trip run times, trip speeds.
  • Conducts regular Automated Passenger Counter (APC) validation and analysis of boarding and alighting data
  • Develops and maintains a dynamic bus stop facility database
  • Participates in short- and long-range planning efforts
  • Keeps up-to-date on the state-of-the-art transit planning topics and trends
  • Develops survey instruments for external and internal data collection
  • Develops a working knowledge of how to access data from the National Transit Database
  • Uses data analysis to help evaluate existing service and recommends changes, modifications or adjustment as needed to ensure on-time performance and address ridership demand
  • Assists in maintaining the District’s database files pertaining to ridership, revenue hours and revenue miles. Maintain records of daily activities and by bid for FTA Triennial review and for historical needs of the District
  • Researches and prepares detailed and complex planning and scheduling reports on routes, cost and efficiency
  • Assists with facilitation of the public input process
  • Represents District at meetings with public agencies, civic organizations and at public hearings
  • Occasionally conduct transit surveys in the field during early morning, nights, and weekends as needed
  • Performs other duties, as assigned.
QUALIFICATIONS

The following are the minimum qualifications, which an individual needs in order to successfully perform the duties and responsibilities of this position:

  • Combination of education, training and experience equivalent to the completion of High School; High School Diploma or GED.
  • Bachelor’s degree in urban planning, transportation planning, English, public policy, statistics, or related field OR any combination of education and experience to fulfill the duties of the position
  • Minimum of one (1) cumulative year relevant experience, preferably in a transit environment or urban planning
  • Public Agency experience is preferred.
  • Computer and software proficiency to include Microsoft Word, Excel, Outlook, and Google Suite. Microsoft Access a plus.
  • Experience with Clever Reports, Swiftly, SurveyMonkey, and farebox software a plus.
  • Knowledge of general transit planning principles
  • Strong writing and editing skills
  • Strong grasp of statistical and data analysis principles
  • Ability to perform quantitative and qualitative research and analysis
  • Ability to synthesize easy-to-understand conclusions from large and complex data sets
  • Ability to develop and present information to large and small groups including the general public and governing bodies
  • Learn district policies and procedures; understand, interpret, and articulate laws, regulations, and policies governing transit operations.
  • Work well under pressure and complete assignments within tight deadlines
  • Communicate effectively and clearly in both oral and written form
  • Strong leadership and interpersonal skills
  • Demonstrated ability to work well with diverse groups. establish and maintain good working relationships with staff, as well as communicate professionally with board members, passengers, and public officials with courtesy, diplomacy, and tact.
