The Project Manager is responsible for managing a team of internal and external resources to define, plan, execute, monitor, and close out Land Development projects for a specific market to meet their sales, starts, and closing budget. The Project Manager may perform duties on specific phases of the Land Development projects or the entire project. The projects will meet the Land team's quality standards and budgets established by the Land Project Management Office (PMO). The Project Manager implements the Leadership Charter - establishes team congruency with the True Difference Culture; demonstrates leadership consistent with the True North Leadership (TNL) Platform; matures their Functional Platform. Demonstrates high levels of team function and ability to execute.

Responsibilities:

  • Project Management and Schedule Conformance
    • Identifies and creates standard and project specific due diligence, entitlement, development, and close out activities and estimate durations to create a project schedule and identify the critical path
    • Identifies all required permits and submission process necessary for development
    • Ensures due diligence tasks are executed prior to end of defined inspection period
    • Manages site plan approval and rezoning process to obtain minimum design efficiency requirements in addition to desired lot sizes, density, and product requirements to meet Market's strategies
    • Reviews due diligence materials with regard to assumptions, risks, and issues and make recommendation to Land Committee to extend due diligence period or proceed with project
    • Engages and leads design Trade Partners to ensure land development standards are being met in design and field work and sufficient progress is made regarding schedule and gate conformance
    • Manages and tracks permit submittal packages and approvals necessary for development; influences plan and permit reviewers to achieve desired designs and gate conformance
    • Guides and coordinates the value engineering process
    • Works with Land Administration on reviewing and assembling A&D loan package
    • Oversees Trade Partner selection process through mutual gain negotiating
    • Submits final construction budget, schedule, and Trade Partner agreements for approval by Land Committee along
    • Monitors and controls schedules for all project activities through regular on-site meetings with Trade Partners and subcontractors
    • Identifies, records, tracks, and resolves actual and potential issues in all phases of development
    • Ensures communities are "Retail Ready" and adhere to maintenance and cleanliness standards
    • Coordinates, maintains, and reports the issuance of and tracking of capital and maintenance bonds in a timely manner to retire bonds at earliest possible instance
    • Records and archives project documents and lessons learned
    • Presides over Lot Turnover process to sales team
  • Project Financial Performance
    • Develops accurate budgets using historical costs, contractor bids, and verified quantities on our established budgeting templates.
    • Ensures equity and debt requirements for each land project and development phase is at or below market’s annual allocated capital.
    • Plans, acquires resources, and delivers projects at or below budgets that are underwritten to meet project goals.
    • Reviews change order requests for scope, cost, and schedule impacts and makes recommendations to Land Committee for approval
    • Reviews invoices against contracts, work completed, and job cost reports.
  • Administrative
    • Reconciles Transition Report with Development Schedule to verify lot delivery per Market's goals
    • Coordinates, maintains, and reports the issuance of and tracking of capital and maintenance bonds in a timely manner
    • Works with Market Leaders on lot releases to Sales
  • Performs other duties as needed or required

Results/Accountability:

  • Ensures team congruency with True Difference
  • Ensures leadership congruency with Culture, People, and Platform (CPP) and TNL Platform
  • Obtains land use entitlement and governmental agency approvals in a timely manner and makes available for review
  • Ensures that utility companies are willing to serve proposed project and have sufficient capacity and infrastructure in place
  • Ensures accuracy of project budgets as defined by detailed estimates supported by unit rate cost history
  • Ensures that contracts include an agreed upon schedule addendum that reflects resource commitments, production rates, project critical path elements, and response to weather delays
  • Ensures that land use entitlement approvals, contracts and schedules are in conformance with the transition report
  • Ensures projected lot Sales Release and Projected Permit Availability schedule gate conformance meets budget
  • Ensures timely and accurate weekly, monthly and quarterly reports that meets documented communication plans
  • Ensures job cost conformance to project’s approved Level III budget
  • Ensures community image is retail ready and in conformance with approved plans and documented standards of maintenance

Qualifications:

  • Bachelor’s degree in engineering or similar technical degree and 5 years of land development project management experience OR 10 years of land development project management experience in a corporate setting required
  • Detail oriented and superior analytical skills required
  • Competency in reading civil engineering drawings and performing material take-offs
  • Proficient in Microsoft Office and Microsoft Project or other scheduling software required
  • Valid driver’s license, current automobile insurance, and reliable personal transportation for occasional regional travel

Working Conditions:

While performing the duties of this position, the associate is regularly exposed to outside weather conditions, which may include wet and/or humid conditions, and extreme cold or extreme heat.
