GENERAL FUNCTION:

The Chief Enterprise Resilience Officer (CERO) combines the expertise of having a risk management focus, the foresight to see threats and opportunities to the organization, and a sustainability focus to ensure organization is prepared and capable of weathering threats and recovering when impacted. The position is significantly strategic in nature and employs a concerted focus towards embedding a resilient oriented culture and mindset throughout the organization so that as the Enterprise transforms and adjusts to societal, economic, regulatory and/or business needs its business units will reimagine themselves thus enhancing the resilience posture of their products, services, and processes.

The CERO is responsible for multiple resilient oriented enterprise-wide programs, including Business Continuity Management and Operational Resilience, that focus on the organization's ability to be strong and elastic when confronted with risks and threats. Also responsible for oversight and challenge of the lines of business and support functions to ensure operational resilience (and their threats) are identified, assessed, monitored, managed, and reported on according to Bancorp policies, standards, and program frameworks. Further, champions the strategic importance of enterprise resilience at the highest levels of the organization, up to and including, the Executive Management Committee and Board of Directors, as required.

CERO is also responsible and accountable for risk by fostering an environment of partnership and collaboration through which there exists an open exchange of ideas and opinions, elevation of concerns, and personally following policies and procedures as defined. Accountable for always doing the right thing for customers and colleagues by ensuring his/her actions and behaviors foster and drive an engaging culture and positive customer experience. Ultimately leading by example in supporting the Bancorp Corporate CORE Values.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide leadership and oversight of the Bancorp Enterprise Resilience Office, consisting of the Business Continuity Management and Operational Resilience Programs, that are underpinned by best-in-class enterprise-wide resilience practices and result in effective and regulatory compliant programs. This includes the governance and oversight of mission critical product and service resilience levels, event/crisis management response, technology disaster recovery capabilities, and business processing impact analysis resulting in reporting that rolls to Enterprise Committees and the Board of Directors.
  • Define and garner Enterprise Risk and Executive level agreement on operational resilience measurements and thresholds for program monitoring and Enterprise capabilities across all Enterprise Risk Management's defined Business Entities (line of business and sub-line of business).
  • Assess the aggregate level of Enterprise Resilience and reports on the enterprise resilience posture and initiatives. Focus on the elasticity of operational processes given numerous threats and scenarios that could pose challenges to the organization.
  • Define and lead the strategy for organizational preparedness for business disruptions through the Business Continuity Management Program's development of enterprise-wide playbooks and departmental (or technology) specific plans for response, resumption, recovery, and restoration of normal processing. Focus on developing the strength and sturdiness of what the organization does on a day in and day out basis.
  • For areas of elevated threats, risks, and opportunities, ensure the appropriate actions and accountability are defined so that those matters are addressed appropriately through defined programs and that awareness is brought to the appropriate levels via reporting, councils, and committees.
  • Develop the Enterprise Resilience Office objectives and priorities based on feedback from executive management, changes in regulatory requirements, and long-term risk management need of the organization.
  • Produce resilience related information and provides reporting to Committees and the Board related to top enterprise-wide resilience threats, opportunities, and successes.
  • Provide regular updates to the regulatory agencies through standard reporting channels and ongoing examination requests.
  • Serve as a voting member of Select Committees(s) as requested.
  • Serve as the Chair of the Operational Resilience Governance Council, Business Continuity Strategy Council, and Disaster Recovery Strategy Council, with right to advocate as needed.
  • Champion resilience awareness and the integration of resilience consideration in the organizational culture and business decision process including the ongoing training and governance associated with the operational resilience activities executed by the first and second lines of defense throughout organization.
  • Provide senior level leadership to the Business Continuity Management Program, including oversight and challenge of program activities and results. Works with other senior level managers in driving program support and awareness to opportunities for increased continuity and preparedness.
  • Provide senior level leadership to the Operational Resilience Program, including oversight and challenge of program activities and results. Works with other executive and senior level managers in driving program support and awareness to opportunities for increased resilience in other enterprise programs and with the Op Res Program defined mission critical products and services.
  • Develop a discipline for researching and communicating industry trends and emerging threats relating to operational resilience and business/technical continuity practices, including operational breakdowns occurring within the financial services industry, new regulatory guidance, and new tools and methodologies. Sensing and probing the external environment to "future-proof" the organization.
  • Build performance through mutual trust and responsibility between levels and across departments within the organization through open feedback loops.
  • Orchestrate collaboration, trust, and reciprocity with leaders in Risk, Audit, and other corporate wide risk/threat mitigation departments and programs.
  • Responsible for the development of the needed technical skills and expertise across the Enterprise Resilience Office team members for the ongoing management, monitoring and challenge of top threats and program objectives.
  • Ensure the Enterprise Resilience Office has the tools necessary to complete all program requirements from both a tactical and strategic perspective. Partner with other Enterprise senior managers for opportunities to sync information and systems for more efficiency.
  • Be active with outside resilience and contingency planning professional organizations.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Responsible for providing employees with timely, candid, and constructive performance feedback, developing employees to their fullest potential, and providing challenging opportunities that enhance employee career growth, developing the appropriate talent pool to ensure adequate bench strength and succession planning, and recognizing and rewarding employees for accomplishments.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Bachelor's degree in operations management, computer science, related field or equivalent experience; advanced degree is preferred. Masters in related fields a plus.
  • Minimum 12 years of proven experience and successes working in Business Continuity Management or Operational Resilience fields, preferably within Financial Institutions.
  • Minimum of five years management experience.
  • Experience with applicable external regulatory agencies and requirements is preferred.
  • Experience partnering with internal Audit and Risk Management programs is preferred.
  • Experience IT and Information Security oversight and frameworks is preferred.
  • Strong knowledge and understanding of Business Continuity Management programs (business continuity planning, disaster recovery planning, and event/crisis management) and Operational Resilience programs pertaining to industry standards, best practices, and driving increasing value to the organization.
  • Certification as a Business Continuity Professional. Industry certifications such as, but not limited to: CBCP, MBCI, FBCI and/or CGEIT a plus.
  • Broad knowledge of banking products, services, and operations.
  • Previous experience in leading a high functioning team covering complex business reviews and analysis.
  • Hands-on experience working with Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) to measure, monitor, assess, and report on program results, effectiveness, and opportunities.
  • Strong communication and influencing skills to successfully challenge management to achieve program objectives. Well-developed management, interpersonal, organizational, analytical, problem-solving, negotiation, project management, and communication skills.
  • Proficient in most Windows Office based technologies and software programs.

WORKING CONDITIONS:

  • Normal office environment with little exposure to dust, noise, temperature, etc.
  • Limited overnight business travel may be required from time to time.
  • Lifting and physical requirements of 25 pounds (e.g., moving tables, chairs, equipment, and carrying materials, supplies, boxes, etc.).
  • Physical ability to operate training equipment (e.g., pc, projectors, easels, etc.).
