CLASSIFICATION DESCRIPTION

CLASSIFICATION TITLE: WATER UTILITIES MAINTENANCE SUPERVISOR
PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform supervisory and technical work directing crews and activities involved in maintaining water systems.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Coordinates, supervises and participates in construction, maintenance and repair projects for City water lines and related structures.

Supervises work crews on assigned projects including maintaining, repairing and/or constructing water lines; repairing water fittings; locating and fixing water leaks; making and installing new water taps; repairing fire hydrants, and other water system components.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Prioritizes, assigns, and coordinates daily work activities; identifies and obtains needed equipment, materials and supplies for each project/job; provides on-site direction and supervision as needed; demonstrates and enforces safety practices; and ensures work meets and complies with regulatory standards.

Consults with assigned staff, assists with complex/problem situations; responds to complaints and questions related to water maintenance issues and activities; provides information, research problems, and initiates problem resolution.

Inspects the conditions of assigned water lines/structures; identifies needed maintenance and repair work; and consults with Superintendent on project cost estimates, approvals, priorities, and scheduling.

Receives and responds to questions, requests and/or complaints from City residents, customers, and the general public regarding assigned water line projects and related activities.
Makes revisions to GIS maps; corrects mapping discrepancies so that crews can locate and maintain the water systems.
Uses a variety of hand and power tools and equipment to perform assigned duties, including tapping machines, jack hammers, trucks, shovels, saws, pipe wrenches, pick axes, and drills.

Establishes and implements preventive maintenance schedules for vehicles and equipment; ensures crews understand proper operating procedures and keep equipment and tools secure and safe; cleans and washes equipment and tools; performs preventive maintenance and minor repairs on tools, equipment, and vehicles; and discusses the need for new equipment and/or repair work with the Superintendent.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; maintains awareness of issues and methods; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Prepares a variety of administrative and operational forms and records; maintains inventory of equipment, materials and supplies; collects and/or completes work orders; and maintains operational files and records.

Receives, reviews, and prepares various records and reports such as performance evaluations, material invoices, construction drawings, maps, weekly reports, monthly reports, annual reports, equipment logs, purchase requisitions, etc.

Communicates with supervisor, City employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Operates a personal computer, general office or other equipment to complete essential functions, including the use of word processing, spreadsheet, database, or other system software.

ADDITIONAL FUNCTIONS
Performs other related duties as required. Minimum Qualifications

Associate's degree in construction management, business administration, civil engineering, or closely related field; supplemented by two (2) years of progressively responsible experience in water system maintenance and construction, or High School Diploma/GED with five (5) years of progressively responsible experience in water system maintenance and construction. One (1) year supervisory experience required. Must possess and maintain a valid driver's license and a Water Distribution Operators License - Level C, with the ability to successfully obtain a Water Distribution Operators License - Level B within one (1) year of hire.


Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as odors, wetness, humidity, bright/dim light, machinery, vibrations, electric currents, or traffic hazards.
