Manager of Facilities / Emergency Mgmt

POSITION PURPOSE

Under the general direction of the Director of Facilities, the Manager is responsible for assisting the director with the day-to-day operations of the Facilities department, providing supervision and oversight of the Facilities and Security staff. Represents the organization as the Emergency Manager and ensures compliance with the associated regulatory requirements and participates on the Environment of Care/Safety Committee. Provides organization, structure and training for planning; developing, implementing and maintaining a comprehensive Emergency Preparedness program for Huntsville Memorial Hospital for both internal and external event responses.

• Supervises, trains and schedules Facilities staff; monitors quality of work performed to ensure safety and aesthetics of the facility.
• Assigns and may perform work orders on all preventative and corrective work; monitors completion of work assigned.
• Maintains regulatory compliance and completes required documentation on the preventative maintenance program to meet all regulatory standards
• Maintains an inventory of all needed supplies and tools and requests materials and equipment as needed.
• Schedules repairs with outside vendors and ensures work is completed appropriately.
• Assists in forecasting both short-term and long-term needs for staffing, equipment, materials and supplies. Monitors expenditures.
• Plans, directs, and ensures implementation of comprehensive security systems for protection of individuals, patients, and staff and offsite establishments under his responsibility.
• Assists in planning personal security and safety of personnel of the organization; conducts mock security drills to check the efficiency of all security measures.
• Assists in the investigation of crimes committed against patients, staff, visitors and the facilities
• Conducts various mock codes in accordance with state and federal requirements. Evaluates each drill for strengths and weaknesses and documents appropriately.
• Works with all levels of management, report to various committees, and facilitate the Emergency Management Committee to meet all emergency management requirements.
• Plans, develops, implements and maintains a comprehensive Emergency Preparedness program. Serves as the content expert on the plan and can articulate to others as needed.
• Coordinates and conducts training of staff in emergency preparedness, response and recovery practices.
• Conducts training of staff in hospital decontamination and develops the Decontamination Team from across all areas of the hospital departments on all shifts.
• Responsible for coordinating and summarizing all capital and significant operational requests to support the Emergency Preparedness program. Presents summary requests to the Director of Facilities for review and approval.
• Coordinates, in collaboration with CFO, fund recovery efforts during declared disasters. Coordinates with FEMA representatives and prepares and submits required documents. Researches grants related to emergency preparedness.
• Conducts disaster drills in accordance with state and federal requirements. Operates, maintains, and tests Emergency Operations Center (EOC) equipment and systems. Develops activation and operation procedures. Evaluates each drill for strengths and weaknesses and documents appropriately
• Maintains procedures and checklists for positions in the Incident Command System for training programs and tabletop drills. Ensures follow-up on improvements and/or changes identified during drills.
• Interfaces with department personnel, neighboring agencies, local businesses, the Red Cross, EMS, fire and police departments, gas and electric companies, the county, TDH, FEMA, OES and other local, state and federal representatives in the implementation of regional training, coordinating drills and emergency preparedness/response programs.
• Attends required meetings for HPP and ASPR grant funding requirements (ie RHPC, SETRAC and West Corridor).
• Interacts with staff development to design, develop, coordinate and implement hospital-wide and site specific training for the HMH Emergency Management Plan.
• Adheres to all policies, procedures, and standards, within budgetary specifications, including time management, supply management, productivity, and accuracy of practice.
• Promotes individual professional growth and development by meeting requirements for mandatory/continuing education, skills competency, supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor, and resource to less experienced staff.
• Maintains a safe work environment and reports safety concerns appropriately.
• Abides by the HMH Legal Compliance Code of Conduct.
• Maintains patient confidentiality and appropriate handling of PHI.
• Performs all other related duties as assigned.

Requirements

Education: High school diploma or GED required. Bachelor’s degree in Engineering or related Vocational or Technical training preferred.

Experience: Two years of facilities experience in the hospital setting required.

Licensure/Certification: Current, valid driver’s license required.

Required Skills: ability to read blueprints/equipment schematics, knowledge of building codes and regulatory requirements of OSHA, CMS, NFPA & the state of Texas. Excellent customer service, project management, problem solving, oral and written communication skills.

Frequent: standing, walking, lifting, carrying, pushing, pulling, reaching & climbing.

Occasional: sitting, bending, squatting, kneeling, & twisting.

Visual and hearing acuity required; Work is both inside and outside.

Possible exposure to: loud noise, extreme temperatures, toxic/caustic chemicals or detergents, moving mechanical parts, potential electric shock, radiant energy, communicable diseases, blood-borne pathogens.
