Where You Will Work 

The Office of the Chief Architect (OCA) is always in search of sharp, critically thinking problem solvers and appreciates diverse perspectives! Our architecting shop is looking to hire engineers/analysts to be responsible for serving as an architecture portfolio analyst on one or several enterprise architecture portfolios -- Enterprise Resiliency and Mission Assurance, Data Transport, ISR Preeminence, Mission Integration & Warfighter Support, or Enterprise Integration -- for the National Reconnaissance Office (NRO) Systems Engineering Directorate (SED), providing technical and professional advice on engineering, physical science and/or mathematical/statistical issues affecting the NRO.  This position ist supervisory and will lead a team of 2-3 government and 4 -5 contractors.

Portfolio engineers/analysts help advance the NRO enterprise in delivering capability by conducting and overseeing technical analyses and assessments to support senior-level decision making, maturing concepts and strategies as necessary, and developing planning guidance to drive investment and assess budget execution. They evaluate the utility of new and/or improved concepts, technology, and strategies and work to determine feasibility, enterprise utility, and risk. Portfolio engineers/analysts will execute often ambiguous tasks requiring new analytic approaches, sophisticated analytical techniques, creative data collection, and utilizes the enterprise digital engineering model.

What You Will Be Doing 

• Serves as a Cadre Technical Analyst for the National Reconnaissance Office (NRO) Systems Engineering Directorate (SED) providing technical and professional advice on engineering, physical science or mathematical/statistical issues affecting the NRO.

• Leads a team to support the development, delivery, and sustainment of overhead reconnaissance systems, including spacecraft hardware, ground and communication components, and mission software applications.

• Exercises management responsibilities to include directing, coordinating and overseeing work of subordinates; advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

• Participates in internal and external meetings and conferences, and for complex and critical fiscal and programming negotiations.

• Prepares, reviews, and provides guidance in the preparation of briefings, workshops, conferences, and seminars; briefs senior management through each project development cycle.

• Conducts technical analyses and field and/or laboratory work to achieve desired products or services, making decisions and executing and/or directing actions exploring, reconciling, and resolving major uncertainties, unique situations, obscure problems, or conflicting objectives typically resulting from abstract nature of the concepts or the existence of serious conflicts among scientific requirements, technological developments, standards, program direction, and administrative requirements.

• Evaluates the value and applicability of new or improved technology, strategies, trends, or applications; and plans, develops, advises on and implements crucial projects and/or segments of NRO programs, projects, or activities.

• Prepares, provides, and evaluates quantitative analysis in the development of cost, performance, and effectiveness assessments of resource at the various states of planning, designing, manufacturing and operations of programs, applying an in-depth knowledge of analytic theories and practices.

• Develops and modifies analytic models and methods to meet the requirements of cost, performance, and effectiveness studies, variance analyses.

• Conducts extensive systematic exploration of problems of an unprecedented nature and performs investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products.

• Initiates and conducts complete analytical studies involving broad and varied subject matters in the areas of concept exploration and requirements determination.

• Plans, organizes, and leads teams to prepare requirements and specifications for new, large-scale systems or to evaluate overall plans and proposals for significant systems.

What You Need
 
  •    Bachelor’s degree in Professional Engineering or related field.
  • Expertise in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services.
  • Demonstrated interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision
  • Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization.
  • Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products, and the ability to employ new methodological approaches to analyze information.
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
  • Minimum six years of government acquisition experience or equivalent.

Desired Qualifications
 
  • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.
  • Sound understanding of intelligence satellite systems.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • DAWIA: This is a Defense Acquisition Work Improvement Act (DAWIA) position:
Employees Grades 14 designated in Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Practitioner-5 years) after accepting the position. As a Critical Acquisition Position (CAP), unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737).
 
    • 1. Employee must have 4 years acquisition experience
    • 2. Employee must execute, as a condition of employment, a written tenure agreement to maintain in Federal Service in this position for at least three years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
 
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)).  Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.  Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale. 2024 STEM Salary range for the Washington, DC area:

GG-14: $144,354 - $191,900

**This position is a Senior/Expert Level DCIPS position. Hiring Incentives

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
