Job Title: Director of Human Resources

FLSA Status: Exempt

Supervisory Responsibilities: No

Reporting To: President & CEO

POSITION SUMMARY

The Director of Human Resources Plans and directs programs for all human resources areas including employment, employee relations, training and development and equal employment opportunity. Develops policies and programs to meet organizational needs and provides guidance and technical assistance to other areas. This position assures compliance with all Head Start Performance Standards and supports campus efforts related to the effort to the enrollment, recruitment, selection, eligibility, and attendance of children.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops and maintains a human resources system that meets Agency staff and organizational needs.
  • Responsible for Agency compliance with Federal and State legislation to all personnel matters.
  • Provides analysis, evaluations and recommendations to the CEO.
  • Develops and administers an effective recruitment, selection, and orientation and exit interview system.
  • Coordinates, documents grievances hearings and makes recommendations to the President/CEO.
  • Monitors the performance appraisal system.
  • Ensures the quality assurance system is maintained.
  • Maintains the career development system.
  • Administers position classification, job audits and writing job descriptions.
  • Responsible for completing and overseeing the organization’s planning process that includes the community assessment and strategic plan.
  • Recommends, evaluates and participates in staff development for the Agency.
  • Represents the Human Resources Department to other operations within the Agency, with outside agencies, Board of Directors and Policy Council.
  • Administers the Resource Development System of the Agency.
  • Oversee the staff development system.
  • Provide direct supervision to assigned program services staff.
  • Maintains the Equal Employment Opportunities for the Agency.
  • Assists in the administration of employee compensation.
  • Process company payroll in coordination with the payroll contractor (ADP).
  • Prepare employee paychecks, calculate employee earnings, and may prepare reports for managers.
  • Reconcile payroll manual reports and/or data to actual paychecks. Process changes to employee’s payroll records.
  • Maintenance of group health plan and other employee benefits programs.
  • Assists with insurance claims and other benefits paperwork.
  • May investigate on the job injuries and accidents and prepare reports for insurance carrier.
  • Compiles and prepares reports from compensation and benefits records and statistics.
  • Provide New Hire Orientation.
  • Provides data for the annual Program Information Report (PIR).
  • Participate in on-going training sessions and meetings to keep abreast of current OHS program policies.
  • Demonstrate knowledge of Brazoria County Head Start’s (BCHS) mission, goals, policies, and procedures.
  • Demonstrate knowledge of Head Start’s Performance Standards, Early Learning Outcomes, and other regulatory requirements.
  • Communicate and collaborate with staff to implement services that meet the needs of children and their families assigned to their respective campuses.
  • Demonstrate on-going personal and professional growth and development to meet program and regulatory requirements.
  • Must maintain confidentiality at all times.
  • Attend and participate in staff meetings and training as scheduled.

QUALIFICATIONS:

Minimum Qualifications:

  • Bachelor’s Degree or higher from an accredited university or college in business, human resources, human Sciences or equivalent degree.
  • Two (2) or more years’ experience in human resources, benefits, planning/administration, recruiting and/or employee relations..

  • Physically capable to lift up to 40 pounds as needed throughout the day.
  • Ability to drive a vehicle long and short distances.
  • Prolonged periods of sitting at a desk and working on a computer.

The work environment is that which is typical of an office setting.

Must possess a valid Texas driver’s license and have access to a vehicle which is insured as required by the Texas Financial Responsibility Law.
