This position may be located at Patrick Space Force Base, FL.

A telecommuting schedule may be approved after an initial training period.

Essential Functions

  • Responsible for providing leadership, performance management, career development, mentoring and subcontracting management for a team supply chain professionals.
  • Responsible for all subcontract and procurement activity ensuring overall success in supply chain performance. Responsibilities include:
    1. Developing and fulfilling material requirements,
    2. Supporting Supplier negotiations,
    3. Overseeing the planning and execution of affordability and efficiency initiatives as they relate to the material budget and the internal SCM team,
    4. Working directly with suppliers to identify cost savings opportunities,
    5. Provide oversight of subcontractor’s partners and their performance,
    6. Support new business capture including management of the supply chain proposal process inclusive of the development of material and labor Basis of Estimates (BOE’s).
  • Oversee and manage the creation, execution, and management of various subcontract types (CPFF, CPIF/AF, FFP, FPIF etc.), using source selection techniques.
  • Participate in development of supplier Statements of Work (SOW), and conduct bidders’ conferences.
  • Perform cost and price analysis, develop negotiation strategies, and lead negotiations.
  • Lead the development and negotiation of collaborative agreements with suppliers.
  • Execute to customer requirements including government regulations, public law and RGNext policies and procedures.
  • Leverage industry capabilities to align with technology roadmaps.
  • Utilize project management skills and techniques when managing suppliers.
  • Develop program supplier risk and opportunity management plans.
  • Initiate and participate in supplier assessments and development activities.
  • Responsible for strategic supplier relationship management.
  • Develop and deploy supply chain strategies in support of all business objectives. Create contractual arrangements with suppliers including partnering agreements, technology alliances and risk sharing arrangements.
  • Ensure suppliers are managed in compliance with all applicable Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation (DFAR) requirements, and cost, delivery, technical and quality requirements. Evaluate supplier metrics for trends and root causes and formulate proactive plans to ensure overall success of performance.

  • Demonstrated ability to understand financial information, budgets and program performance and develop strategies to improve performance in these areas.
  • Ability to develop and execute project plans.
  • Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity.
  • Skilled in communications, team building, conflict resolution, and relationship management to create an effective partnering environment that includes credibility, respect and trust.
  • Proven ability to collaborate across the organization and operate effectively within a matrix environment.
  • Demonstrated ability to understand technical details of efforts underway, to summarize key concerns and follow through with development of action plans to correct or satisfy problem areas.
  • Solid understanding of other related business disciplines, and how they interact with program management, engineering, logistic and operations.

Required Experience

  • Bachelor’s degree in supply chain, business, finance or related field, master’s degree preferred.
  • Minimum of 10 years of Supply Chain experience, preferably in subcontracts
  • Direct experience in all aspects of supplier management for both fixed price and cost type contracts to including providing leadership and oversight to subcontracts personnel.
  • Experience with domestic supply chain complexity; experience in developing and managing material systems and suppliers.
  • Experience within Aerospace or Defense creating and managing purchase orders and subcontracts under DoD regulations.
  • Experience with FAR, DFAR, International Traffic in Arms Regulations (ITAR), Price Analysis, Cost Analysis, Long Term Agreements, Proposals, exceptions to Terms and Conditions, Fixed Price and Cost Type Subcontracts, Negotiation of Price and other business terms.
  • Experience with project management skills and ability to convert business requirements into executable strategies.
  • Experience with program management functions for DoD programs, including program development lifecycle, Statement of Work generation, risk management, action item management, requirement change management, reporting, metrics management and subcontract management. Ability to execute and manage, producing quality products meeting technical, cost, and schedule goals.
  • Experience in preparing proposals, estimates, technical documents, and other contract deliverable items. Knowledge of evaluating proposals, estimates, technical documents, and other contract deliverable items.

Additional Eligibility Qualifications

  • Occasional travel across the enterprise, required.
  • The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
  • Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship.
  • Valid U.S. Driver’s License required.
