SENIOR LEAK SURVEY TECHNICIAN:              $23.64 PER HOUR / $49,171.20 YEARLY 


JOB SUMMARY: Performs leak surveys throughout the District's service area to locate, grade and repair gas leaks with limited supervision. Incumbent serves as on-site leak specialist in emergency situations. 


Incumbents in this position will be held to the District’s Gold Standard for Customer Service.                                                                       


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Performs walking and mobile leak surveys throughout service area to detect gas leaks with limited supervision.
  2. Prepares and maintains documentation of surveys, enters leak reports in FlowGIS and maintains leak reports for leaks discovered during leak survey.
  3. Makes emergency repairs on service lines and mains and serves as on-site professional. Has authority to establish a “safe site” by any means at their discretion.
  4. May be required to observe and guide contractors when there is digging in the area of high-pressure mains.
  5. Provides locating assistance and report mapping corrections to GIS.
  6. May be required to perform installation, maintenance, and repair work related to the operation and maintenance of the gas distribution system including service lines, kill lines, and spot lines.
  7. Must be able to safely and responsibly operate the automotive vehicle assigned. Must maintain assigned vehicle through appropriate operator maintenance and by keeping said vehicle clean and neat at all times.
  8. Maintains tools and equipment in prescribed manner.
  9. Maintains control of inventory items obtained from stock or carried on truck.
  10. Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE:

High School plus four to seven years of experience - or

Two years of college (Associate's Degree) plus two to four years of experience.


ESSENTIAL COMPETENCIES:

  1. Basic mathematic skills to include: add, subtract, multiply, divide, fractions, decimals.
  2. Knowledge and skill to communicate effectively; e., speak knowledgeably, calmly and credibly with a diverse community and personnel base.
  3. Knowledge of local, state and/or federal (DOT) regulations related to DOT/ Part 192 and PSC 25.12.
  4. Aptitude to define problems, collect data and draw valid conclusions with technical verbal ability to communicate knowledge to supervisors and/or other co-workers.
  5. Ability to work independently or in a team environment to foster cooperative effort to accomplish required goals.
  6. Understanding to be able to interpret maps, plans and blueprints to locate pipeline facilities.
  7. Ability to operate personal computer and utilize applicable software packages.
  8. Ability to work effectively in inclement weather conditions.
  9. This position requires knowledge and task evaluation as determined by Pipeline and Hazardous Material Safety Administration rule CFR 49, Part 192; Subpart N: Operator Qualifications (OQ).


TECHNICAL SKILLS REQUIRED:

  1. Requires extensive knowledge of the effects of gas leaks on various types of vegetation.
  2. Must be able to accomplish surveys in remote, rural, or other uninhabitable terrain.
  3. Requires observing vegetation by unconventional means.
  4. Requires broad knowledge of corrosion control and atmospheric corrosion principles.
  5. Skills to safely detect, locate, evaluate, and repair leaks using District’s prescribed procedures.
  6. Computer and/or writing ability to complete required paperwork and sketches.
  7. Ability to read and interpret Okaloosa Gas District’s maps.
  8. Physical aptitude for performing light manual labor.
  9. Proven knowledge and ability to follow all safety guidelines: District, local, state and/or federal.
  10. Responsible for the proper operation, field maintenance, and security of all assigned equipment such as the FI Unit (flame ionization unit), laser leak detection, vehicle methane detector (VMD) and Ground Penetrating Radar (GPR).


OTHER FACTORS:

  1. Regular attendance is an essential function of the position.
  2. This position requires incumbent to be on the stand-by rotation for after-hours duty: e., rotating on-call shifts, weekends, holidays and overtime; may be required to work overtime with little notice.
  3. Must be appropriately dressed in a clean and neat District authorized/approved uniform during work hours.
  4. Physical Effort: Requires bending, stooping, crawling, climbing and moderate lifting. Must be capable of working from ladders and elevated areas. Position requires vast amounts of walking for extended periods of time.
  5. Working Conditions and Hazards: Works inside and outside. Exposed to rain and seasonal weather extremes. Exposed to fires, toxic fumes, electrical shocks from high voltage, and dog bites. Must be able to work with power tools and other hazardous equipment.
  6. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to undergo testing for illegal drugs in accordance with DOT Pipeline Safety Regulations, Code of Federal Regulation, Title 40 (49 CFR), Part 199.
