Position Title: Chief Financial Officer

Location: Pima JTED District Office

Term of Employment: Full Time, 12 months with benefits

Salary Range: $110,000.00 - $160,000.00 per year DOE

Notes: Position open until filled. July 1, 2024 start date.

 

Essential Duties and Responsibilities:

  • Support Pima JTED Vision, Mission, and Goals.
  • Prepares and monitors the District’s Annual Budget, CAFR (Comprehensive Annual Financial Report), AFR (Annual Financial Report), and other statutory budgeting reports and requirements.
  • Responsible for all Arizona Department of Education financial reporting and reconciliation requirements. (i.e., proposed and adopted expenditure budgets and all revisions, revenue budget, and annual financial report).
  • Administers the finance and accounting systems in conformity with the practices and procedures of the Governing Board and in accordance with generally accepted accounting principles, U.S.F.R. (Uniform System Financial Reports), and Arizona Revised Statutes.
  • Maintains effective relations with Arizona Department of Education, Auditor General, Pima County Treasurer’s office, Pima County Education Services Agency, and external auditors.
  • Maintains effective relations with school and department administrators and meets regularly with them to review site budgets and cash balances.
  • Maintains membership in professional organizations such as Arizona Association of School Business Officials in order to stay abreast of proposed legislative changes in school finance and their impact on Pima JTED.
  • Supervises and evaluates the Finance staff. Assists in recruitment, training and supervision of capable staff for various departments.
  • Provides district administration, staff, and the Governing Board with detailed financial reporting and budgeting information.
  • Maintains effective communications with District staff and the community, meeting with various constituent groups as needed to receive or convey information.
  • Continuously observes, reviews and evaluates the various financial services department functions and methods and offers suggestions for improvement to the Superintendent.
  • Investigates reported occurrences of fraud, embezzlement, theft, waste, etc., and recommends controls to prevent or detect such occurrences.
  • Conducts special reviews requested by management through the Superintendent.
  • Issues a written report at the conclusion of each audit and distributes as appropriate.
  • Attends as a representative of the district the benefits provider(s) meetings and communications issues and concerns to the Superintendent and Cabinet as necessary.
  • Provides oversight of monthly reconciliation for grants management.
  • Assist with construction projects i.e. bids, financial reports, and planning.
  • Performs all other duties as assigned.

 

Qualifications and Requirements:

  • Bachelor’s degree in Business or Finance or related field with minimum of three years of experience in school related finance and budget required.
  • Proven supervisory experience required.
  • Master’s Degree preferred.
  • Understanding of governmental/fund accounting and generally accepted accounting principles for governmental entities preferred.
  • Experience with career and technical education funding helpful.
  • Must pass a background check.
  • No convictions for felonies or crimes against children.
  • MMR immunization (unless born prior to January 1, 1957), negative TB test (within the last year).
  • Valid AZ driver’s license.

  • Often raising objects from a lower to higher position, higher to lower position, or horizontally weighing up to 50 pounds.
  • Occasionally required to position body by bending body downward and forward by waist.
