DutiesThe Deputy Director Portfolio Management and Technology Development Office leads the management and development of research methodology designed to facilitate all phases of research and new product and technology development to support the deployment of operationally validated National Airspace System (NAS) capabilities. The Deputy leads collaborative activities relative to future systems with domestic and international partners and manages the human factors and weather research and development programs.The Deputy Director oversees approximately 175 employees including 26 senior managers responsible for research and development to support deploying operationally validated NAS capabilities. The Deputy Director manages an annual budget of approximately $144M in facilities and equipment, $117M in research, engineering, and development, $747K in Activity 5 funds, and $122K in operations.Principal Responsibilities:Coordinates and interacts with other executives both inside and outside of the FAA and the federal government for the improvement of aviation system safety, capacity, and efficiency.Ensures that Office of NextGen plans and operations are in support of continually improving the level of exceptional service to NextGen customers.Reviews and evaluates program performance and directs staff to identify creative ways to improve overall program performance.Collaborates with senior personnel to support the FAA's research and development activities and maintains liaison with other government agencies, industry, and foreign governments.Oversees Air Traffic Management system concept development, demonstrations, and validation activities for new technology; directs the development of initial specifications; oversees alternative analysis of potential solutions; and assures the development and demonstration of operational prototypes.Provides leadership and program management of Advanced Air Mobility activities towards operational implementation of this new aviation variant into the NAS.Supports the annual Research, Engineering, and Development Plan to ensure alignment with the agency's strategic plan and business plans. Supports the development of the National Aviation Research Plan.Manages and facilitates the FAA’s transition from legacy FAA systems to an Info-Centric NAS. Develops plans and capabilities to evolve to an adaptable cloud-based system of systems enabling redundancy, supportability, and adaptability at a quicker pace.Coordinates strategic planning, new concept exploration as it relates to the NAS and NextGen, development, prototyping, demonstration, and initial requirement definition to support investment decisions, policy formulation, and full-scale development on future NAS systems with special emphasis on development of NextGen.Requirements Conditions of EmploymentUS Citizenship is required.Selective Service Registration is required for males born after 12/31/1959.Designated or Random Drug Testing required.
