Salary: $55,000 - $65,000 / year

General Purpose 

RLF Management: Performs a variety of professional and administrative duties related to the planning, organizing, coordinating, directing, and controlling the delivery of technical assistance for the Revolving Loan Fund Program (RLF). 

Planning: Studies, analyzes, and evaluates data and information to implement community and economic development projects and assist communities as needed.


Supervision Received 

Works under the specific policy guidance and direction of the SERDA executive team and governing board(s).

Duties 

Performs all of the following functions with respect to the SERDA revolving loan fund and planning programs: 


  • Holds primary responsibility for the conduct of the SERDA RLF program in full compliance with all applicable contractual requirements and with all applicable SERDA policies and procedures;
  • Coordinates interagency, city, and county and regional project(s); facilitates cooperative problem solving; implements SERDA policies and procedures as they relate to the RLF program; manages the conformity and compliance with all contractual and budget requirements with local, state and federal regulations; 
  • Prepares program budget(s) and develops funding strategies; monitors program fiscal activity to assure compliance with approved budgets; prepares grant applications, administers grants and other program funds; in cooperation with the SERDA fiscal office, establishes revenue and expense reporting systems related to specific programs for which he/she is responsible;
  • Serves as liaison between various governmental agencies and jurisdictions, commissions, boards, action groups and special interest organizations with respect to issues affecting the RLF program, advises various boards and organizations related to program goals, plans, and contract obligations; serves as advocate for program beneficiaries; 
  • Reviews and approves applications for RLF program participation; issues requests for proposals from service providers, contractors, vendors, and suppliers; negotiates contracts for services and/or equipment; monitors sub-contracts for compliance;
  • Prepares or directs the preparation of various monthly, quarterly, and annual reports as required by contract or by SERDA.
  • Aids with the relationship with the Business Technical Assistance Center (BTAC) and SERDA to foster an entrepreneurial environment for new and growing business in the southwest region;
  • Works closely with Main Street businesses in the region to foster their needs for sustaining and growing business in the southeast region; 
  • Write grants to help grow business needs for the RLF, BTAC, Main Street and other businesses and demand dictates;
  • Work directly with city leaders on issues as requested, special projects, and urgent problems to craft solutions and implement or improve programs; 
  • Performs related duties as required. 


Minimum Qualifications 

 

Education and Experience: 

Bachelor's degree in planning, banking or accounting or some other field directly or closely related to the program or like position; or an equivalent or comparable combination of education and experience. 


Required Knowledge, Skills, and Abilities: 

  • Thorough knowledge of community and economic issues related to planning, zoning, environment, water quality, human and social services, or other local growth activities considerable knowledge of principles of supervision; 
  • Considerable knowledge of interpersonal communication skills; 
  • Working knowledge of creative problem solving processes and facilitation skills; 
  • Working knowledge of the interrelationships between various types of local governments and agencies including community partners; 
  • Considerable knowledge of budget development and fiscal management; 
  • Considerable knowledge of the political environment associated with intergovernmental programs. 
  • Ability to develop effective working relationships with local, state, and federal agencies, government officials and the general public; 
  • Strong ability to communicate effectively, verbally and in writing; 
  • Ability to successfully direct and evaluate the work of others; 
  • Ability to evaluate and plan professional activities related to the above and related duties. 

 

Special Qualifications: 

  • Must be bondable and able to successfully pass a background check and drug screening
  • Must be able to travel overnight and multiple days / nights. 
  • Must possess a valid Utah Drivers License. 
  • Must possess professional licenses and/or certifications that may be associated with specific SERDA program(s).
