POSITION OVERVIEW
The Readiness Captain is the primary source of contact for all standby and large-scale events, emergency management, and operational resiliency. The position requires excellent record keeping, a high level of organization, and the ability to develop and maintain programs from their beginning. The Readiness Captain's responsibilities include ensuring field personnel have the equipment and supplies they need to do their jobs, planning and preparedness for the organization and process development and management of logistics, event and emergency management. Also, may develop and deliver training to team members.
As part of the duties of the position, the Readiness Captain is responsible for providing field command, supervision, and leadership at events and in the field as required, including functioning as a Paramedic in the clinical setting, and other rescue specialist. (Note: must fulfill all clinical requirements of the Paramedic job description.) May function as a Captain in TVEMS Operations and must fulfill all requirements of the Operations Captain Job Description, below.
Under minimal supervision, the Readiness Captain provides direct field observation, management, and evaluation of employees both in and outside the Field Training Program. Functions in the community to perform the duties of a paramedic, demonstrates and promotes the TVEMS expectations of behavior, culture and company wide expectations and upholds command directives, policies, and procedures. Serves in a highly visible position in the community and, as such, the incumbent is required to act with a high degree of courtesy, professionalism, and respect and always with the best interest of the welfare of the patient and the public in mind.
These job responsibilities should not be considered as the exclusive standard of the position; the role may include other responsibilities and duties as assigned to meet TVEMS needs.
EMPLOYMENT STANDARDS:
Education/Experience:
Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to:
  • An associate or bachelor's degree from an accredited college or university with major coursework in EMS, public health, management, or a closely related field. (Additional experience in the areas listed above may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in one of the fields listed above beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience.)
Incumbents:
  • High School diploma or equivalent.
  • A valid, unrestricted Colorado driver's license with a driving record that meets organizational requirements.
  • Colorado State Paramedic certification or licensure, and possession of current AHA ACLS and CPR certification.
  • 3 years ALS field ambulance experience and fulfillment of all the requirements of the Paramedic job description.
Knowledge:
Principles and techniques of training and performance evaluation and adult learning. Pre-hospital advanced emergency medical practices, TVEMS protocols, policies, procedures, and equipment. Basic human resources knowledge, performance evaluation and personnel management. Knowledge of emergency management structures and functions, knowledge of planning fundamentals, knowledge of supply chain management and processes.
Skills:
Communicates clearly and concisely, verbally and in writing; supervising, training, and evaluating subordinates. Ability to set up and maintain records and files as required for effective operational functions. Operation of all company vehicles and equipment; delegating responsibility and achieving results through subordinates; maintaining order in an environment of changing priorities. Skill in researching and writing. Skill in critically evaluating processes.
Abilities:
Must be able to work well with people and display empathy appropriately, to actively listen and respond appropriately. Must possess the ability to function successfully alone or in a team environment, to communicate clearly and concisely both verbally and in writing, and to set up and maintain records and files as required for effective position functions. Must be able to work with others effectively, be self-directed and have an aptitude for details. Must be able to problem-solve and work in an unstructured atmosphere. Must use electronic record-keeping systems and data to drive efforts. Ability to handle and maintain confidentiality of patient records and other personal information. Must be able to establish and maintain relationships with partner organizations and to be responsive with communications and follow-up.
Physical Requirements:
Be able to perform such full range of body movement as bending, stooping, crawling, kneeling, walking, running, lifting, climbing, and carrying all under stressful and often unstructured, uncontrolled, potentially dangerous situations. Must be physically capable to carry heavy medical and rescue equipment and the sick or injured.

Essential Functions:
  • Schedule and coordinate all standby events and act as TVEMS liaison at required standby planning events.
  • Build the TVEMS operational plan and assist partnering agencies with an Emergency Action Plan for standby events.
  • Act in a command capacity at events and be a part of unified command for events and incidents.
  • Confirms correct billing information and records are completed in a timely manner for standby events.
  • Produces reports from events to include financial and operational reporting.
  • Assist in the design of and teaches standby event policies and procedures to TVEMS staff.
  • Prepare equipment and vehicles for standby events.
  • Ensure standby events are staffed appropriately including BLS, ALS, and Command staff.
  • Ensure crews have appropriate equipment and supplies to successfully manage standby events.
  • Ensures patient contact records from events are thorough, complete and submitted in a timely manner.
  • Review and approve or deny public events in the TVHSD and coordinate EMS requirements with event stakeholders.
  • Works with functional areas and logistics to approve purchases and determine specifications for desired equipment and supplies.
  • Participate in developing policies for TVEMS operations for emergency management and maintain TVEMS operational requirements at the EOC.
  • Participate in the development and implementation of emergency operations plans for all-hazard events within the TVHS
  • Develop resiliency plans for TVEMS to prevent interruptions in operations and service during unplanned events, including the writing and review of COOP and COB plans.
  • Ensure processes and logistics are adequate for normal operations and for unplanned events.
  • Assist the TVEMS Education Division in public education and training of first responder partners, as necessary.
  • Assists in supervision and mentoring of EMT's, Paramedics and Field Training Officers.
  • Evaluates physical plant, equipment and vehicles and perform minor maintenance and repairs.
  • Maintains timely, complete, and accurate patient care records and other required documentation.

  • Annual pay range - $80,400-$120,000 (consideration given to external experience, education, and qualifications when determining starting rate)

WORKING ENVIRONMENT
Material and Equipment Involved:
Various emergency medical, fire and rescue equipment and vehicles. Working knowledge of computers and associated software.
Hazardous Exposure Category:
Category I. Involves an inherent potential for mucous membrane of skin contact with blood, body fluids or tissues, or a potential for spills or splashes of them. (Appropriate protective measures are required when involved in a Category I task.)
