HUB Contracting Coordinator - MWBE University Contracts

Job Summary

The Historically Underutilized Business (HUB) coordinator will advise and assist the team in complying with the requirements of the HUB Program. The HUB coordinator will assist in the development of procurement specifications, HUB subcontracting plans, and evaluation of contracts for compliance. The HUB coordinator will report, communicate, and provide information directly to senior program team staff. The duties and responsibilities of HUB Coordinators include, but are not limited to, facilitating compliance with the agency good faith effort criteria, HUB reporting, contract administration, and marketing and outreach efforts for HUB participation. Working conditions are primarily inside an office environment, but community and stakeholder engagement, as well as public presentations of small business programs and initiatives are expected. NOTE: This is not a remote position. Candidate must be able to be onsite.

Essential Job Functions

  • Leads and oversees outreach efforts to small businesses and community stakeholders.
  • Manages and oversees all activities, including those related to the development, implementation, and administration of HUB Program, outreach and geographic placemaking initiatives and programs.
  • Leads implementation and management of programs to advance outreach to the business community including initiatives in the area of construction.
  • Provides oversight to all small business outreach functions including business retention and expansion.
  • Designs and implements strategies for business development in targeted areas.
  • Serves as liaison to contractors, small businesses, stakeholders, and community partners engaged with key projects.
  • Oversees contract reporting and compliance for managed programs.
  • Documents compliance with program goals.
  • Develops and maintains current information on all economic development plans.
  • Attends meetings of organizations and agencies involved in supporting HUB initiatives.
  • Prepares written, verbal, and presentation materials for leadership and executive team leaders.
  • Makes formal presentations to staff, and/or outside organizations or business as necessary.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university; applicants are permitted to substitute two years of related full-time experience for one year of higher education in order to meet the minimum requirements of the job.
  • Three (3) years increasingly responsible experience in economic development.

Knowledge, Skills, and Abilities

  • Knowledge of economics, statistics, and standard methods and techniques of conducting research.
  • Knowledge of economic factors and incentives that motivate individual businesses to expand, modernize, or relocate.
  • Knowledge of various policies and procedures that impact individual businesses, including the permit and license system, zoning regulations, etc.
  • Skill in utilizing a personal computer and associated software programs.
  • Ability to communicate clearly and effectively.
  • Ability to respond rapidly to reasonable requests for business assistance.
