Preventative Aftercare, a GJR Affiliate corporation, provides community-based services in Pennsylvania and Ohio to both adults, children, and families.

Summary of the position: The Family-Based Mental Health Services Program Director will ensure that all administrative, supervision, and clinical requirements and regulations are met to ensure program compliance and individual and billing goals are reached for each team.

Work Hours: Employee’s hours are considered non-traditional based on referring agency and client needs; however, the work week is considered full time (40 hours per week). On Call availability to staff monitoring the crisis line is expected 2 x/ month as arranged with Clinical Supervisor.

Description of Duty

Family Based (FB) Supervision

  • Provide a minimum 1.5 hrs. of weekly group supervision and 1.5 hrs. of weekly clinical supervision per FB team.
  • Provide “LIVE” supervision in the community and complete treatment adherence scales as needed.
  • Assist Family Based teams in treatment plan development.
  • Deliver services as a Family Based therapist when clinically appropriate or programmatically needed.
  • Provide weekly clinical supervision to licensure candidates and assist FB therapist in passing the state licensure exam as needed.
  • Provide 24-hour crisis availability to FB therapists on call.
  • Develop and implement Performance Improvement Plans (PIPs) and determine disciplinary action with staff and follow all current HR procedures to address needed changes in staff performance.

Admissions

  • Coordinate admissions to Family Based programming, including discharge coordination with GJR in PA
  • Determine medical necessity criteria and approve clinical reports to obtain treatment authorization prior to psychological/ psychiatric evaluations.
  • Coordinate psychological or psychiatric evaluations.
  • Meet all new families and process all Medical Assistance applications and documentation.
  • Ensure interagency meetings occur within 30 days of admission.

Referrals

  • Develop and maintain agency relationships to encourage referrals and assist in clinical problem solving.

Marketing

  • Represent and market FB program to schools, hospitals, RTF’s and community agencies.
  • Facilitate positive working relationships with other agencies.

Human Resources

  • Represent and market FB program to universities and community in order to engage applicants and encourage internships to keep the program growing.
  • Monitor candidates in ADP and follow up with phone calls, emails and texts. Follow current HR procedures for hiring and termination.
  • Onboard and train new clinicians.
  • Ensure staff schedules meet client and program needs including following Overtime policy for MHWs. Approve timesheets in ADP.
  • Complete annual Performance Evaluations for staff, collaboratively developing individual professional development goals.

Financial Management

  • Facilitate medical assistance applications and maintain correspondence with County Assistance Office.
  • Monitor and correct eligibility issues for all clients via the Eligibility Verification System daily.
  • Oversee all authorizations required for services provided.
  • Process all Carelon and County billing.
  • Develop and monitor internal program goals to meet fiscal obligations.

Family Based Administrative

  • Attend county and state FB meetings.
  • Maintain family support fund records. Ensure Family Support Funds (5% of revenue) are utilized
  • Adhere to, develop and enforce personnel policies and procedures.
  • Actively explore Family Based expansion opportunities.
  • Attend county meetings for networking, collaboration, and information sharing.
  • Participate in all appropriate Carelon meetings.

Training

  • Coordinate and monitor state mandated Family Based training for all Family Based staff.

Compliance

  • Ensure all administrative supervision and oversee compliance with all applicable state regulations, bulletins, FB policy clarifications.
  • Ensure there is a 60% - 40% team therapy vs. individual

service.

  • Conduct internal audits of client charts and all administrative supervision of paperwork monthly.
  • Monitor and maintain all outcomes data, including pre and post test.
  • Direct internal audits and compliance to prepare for yearly licensing visits.
  • Complete Civil rights Certificate of Compliance (COC) yearly in October.
  • Ensure staff training certificates are sent to Staff Development for inclusion in staff training record. Ensure staff certificate of graduation is sent to HR for personnel file.
  • Monitor for fraud, waste and abuse.

Working Conditions: Incumbent must be able to lift a minimum of 10 pounds. Must be able to walk, stoop, and bend. This position works in both an office and community setting.

REQUIREMENTS

Education

Master’s Degree in Marriage and Family Therapy or a related discipline.

Licensure

Preferred and required if supervising licensure candidates

Years of Experience

3 years direct service experience with children and adolescents in a CASSP system providing behavioral or mental health services to children and adolescents.

2 years supervisory experience, 1 of which must be in clinical supervision.

Computer Experience

Basic skills in Microsoft word and Excel

Other

Act 33/34 clearances as provided by Child Protective Services Law 23 PA C.S. 16301 and FBI Clearances, Adam Walsh Act 147.

Valid PA State driver’s license.
