Job Description
Position Summary
Directly responsible for planning, organizing and directing the implementation of program strategies and aligned activities within the Youth Workforce Development Department. Broad administrative authority for multi-funded programs.

Duties & Responsibilities
Community Engagement

  • Represents the program and/or agency at meetings within and outside the organization; participate in establishing a network of other agency contacts and encourage collaborative community efforts.
  • Responsible for the procurement, coordination, and budget control of grant-funded programs.
Program Development
  • Administers programs and special events focused on leadership, social-emotional development, academic achievement, enrichment, and college/career preparation.
  • Develops and recommends program policies, procedures, and practices to conform to all funding regulation and eligibility criteria.
  • Directly responsible for planning, organizing, and directing the activities and events for youth and families.
  • Provides recommendations and strategies based on expertise in academic environments, specifically focused on curating/creating evidence-based curriculum, designing interventions based on assessment results, and developing youth engagement strategies.
  • Participates in, prepares for, and contributes to regularly scheduled operation meetings as required.
Team Development
  • Responsible for recruiting, training, developing, and supervising staff and volunteers. •Responsible for creating work schedules and evaluating performance in order to build a successful and supportive team and work culture.
  • Supervises program operations and monitors program compliance with funding.
  • Conducts Human Resource functions for the department including but not limited to hiring, termination, coaching, evaluating and promoting departmental staff.
  • Provide leadership and direction to the department areas as required.
Budget/Finance
  • Participates in the budgeting process and assumes responsibility of managing and operating within program-level budgets.
  • Develops, monitors and modifies program and department budgets.
Program Performance
  • Monitors program performance and develops continuous improvement plans to ensure compliance with grant outcomes.
  • Creates and submits reports to Executive Leadership and funders.
  • Ensures that accurate data is being gathered and that processes are in place to guarantee compliance with all state, federal and private funding mandates.
  • Manages and supports the effective delivery of services; monitors services for efficacy based on compliance.
  • Reviews performance data to monitor and measure departmental productivity, activity levels, and progress towards outcome goals.
  • Reviews program audit information and address any required actions and ensure completion.
  • Responsible for ensuring timely reporting on all grants and funding as required by funders and donors.
  • Manages and supports the effective delivery of services and ensure client services, documentation and data collection are accurate and compliant with funding and or contract requirements.
  • Keep current of contract and funding requirements and revisions.
  • Maintains all records necessary for CUL databases, department records, and external reporting requirement.
  • Maintains most up-to-date employer and participant records through management of files and databases.

The Columbus Urban League's (CUL) Workforce Development initiatives provide a number of services designed to increase job readiness, skill development, academic enrichment and enhance life-skills and leadership including:
  • Summer and school based programs
  • Summer enrichment events and trips
  • Job placement and community building


Job Requirements Education and Experience:

  • Master's degree preferred along with three [3] or more years of experience in program management in human services, business, education, or related field required.
  • Minimum of three [3] years of experience supervising and managing required.
  • Experience with implementation of programs and community initiatives.
  • Experience with and knowledge of non-profit budgeting and finance.
  • Experience and passion for working with youth required.
  • Advanced computer skills including but not limited to Microsoft Office.
Professional business attire and appearance required.
