Summary: Draws blood from patients in the hospital or nursing home, for analysis or other medical purposes by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Performs Basic Registration Duties as follows:
a. Registers patients at off-site locations, gathering all necessary patient information including nature of illness/injury, emergency notification numbers, employer information, and insurance information. Inputs information into the computer system and scans copies of medical insurance cards.
b. Utilizes ABN software to determine if the ordered procedure/test will be covered by Medicare based on HCFA/CMS guidelines. Obtains patient signatures on ABN if appropriate.
c. Obtains necessary an appropriate signature of consent for treatment. (Complete the questions that apply to the service type).
d. Make necessary phone calls to physician offices to complete outpatient orders.
e. Completes MSP (Medicare Secondary Payer) for Patient Accounts department.
f. Generates all demographics and third-party payer information and documentation to provide seamless, accurate, and compliant patient record and billing process.
g. Complies with all state and federal regulations.

Assembles equipment such as tourniquet, needles, and disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray according to requirements for specified tests or procedures.

Verifies or records the identity of the patient and converses with the patient to allay fear of procedure.

Applies a tourniquet to arm, locates an accessible vein, swabs puncture area with antiseptic, and inserts the needle into vein to draw blood into collection tube or bag.

Withdraws needle applies treatment to puncture site, and labels and stores blood container for subsequent processing.

Performs finger stick or heel puncture, whichever method appropriate, to collect blood samples.

Collects throat and nasal swabs for culture or testing.

Maintains records and acts as receptionist, and performs any miscellaneous duties in the laboratory as assigned.

Processes and forwards send-out specimens to various reference labs.

Inventories, restocks and rotates supplies, discards outdated products, and specifies needs to appropriate ordering personnel.

Performs necessary instrument preventive maintenance procedures as required and reports all malfunctions immediately to the appropriate section leader.

Responds to STAT orders immediately, reporting the results within the specified times.

Education and/or Experience: High school diploma or equivalent required.
Language Skills: Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Mathematical Skills: Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills: Basic PC skills preferred.

Certificates, Licenses, Registrations:

Phlebotomy certification preferred.
CPR certification required.

Age Specific Competencies: Knowledge and application of growth and development principles; utilization of effective communication strategies; implementation of specific technical factors.
