Position Summary: Seaside Reserve Officers are responsible for providing assistance and back-up to full time police department personnel. Reserves may provide emergency aid, security, education and enforcement of State Law and City Ordinances. Reserves, while working alongside full-time personnel, respond to requests for information and assistance, investigate criminal activity, encourage community engagement, work with people to solve problems associated with crime and neighborhood problems.

Job Title: Reserve Police Officer

Pay Classification: Largely an unpaid position. Reserves may be requested for certain shifts and assignments that are eligible for hourly wage.

Department: Seaside Police Department

Supervision: Works under the direct supervision of the Reserve Program Sergeant

Position: Hours vary based upon the tasks performed, Monday through Sunday. There is a minimum commitment of 24 hours per month.

Reserves, while working alongside full-time personnel, respond to requests for information and assistance, investigate criminal activity, encourage community engagement, work with people to solve problems associated with crime and neighborhood problems.

DUTIES AND RESPONSIBILITIES

  • Attend Reserve Police Officer Academy and participate in local training.
  • Assist full-time, sworn police officers with shift patrols and other duties as assigned.
  • Write citations/warnings to violators of ORS & ordinances, as authorized by chief of police.
  • Assist with community service events.
  • Tag abandoned vehicles for code enforcement and assist with traffic control during events held throughout the year. Examples include events like 4th of July, Volleyball and Hood to Coast.
  • Assist with cold thefts (no suspects) and errands for the department as needed.
  • Assist with prisoner transports to/from jail.
  • Begin and complete the appropriate field training manual.
  • Perform bike and foot patrol as needed, along with security for city and/or school events.
  • May be called upon to provide testimony during the court Process.
  • Following the completion of academy, require field training and LEDS manual, reserve duties will also include general patrol functions.
  • Uses and Assists in the maintenance of equipment: Operates and maintains firearms, body armor, impact weapons, portable radios, restraining devices, lighting/vision equipment, first aid supplies, safety/hazardous material equipment, radar, photographic equipment, traffic cones and flares, evidence gathering equipment, intoxilyzer, computers, riot gear, and audio-visual equipment.

ENVIRONMENTAL FACTORS: Must be able to work in a variety of environmental conditions. Work includes both indoor and outdoor conditions in both light and darkness. Outdoor work may include standing for long periods or walking, running, jumping or physical exertion in hot weather, rain, snow, ice or other slippery conditions, and in the ocean surf. Indoor work may include standing or sitting for extended periods. It may also include climbing or jumping. Indoor work includes work in offices, as well as residences, businesses, warehouses and other indoor conditions.

OTHER TASKS AS ASSIGNED; Perform other tasks and duties as required by the Chief of Police that do not require physical exertion.

EXPERIENCE, EDUCATION AND TRAINING REQUIRED: Must be a U.S. Citizen, 21 years of age (minimum), no felony convictions and possess a High School Diploma or GED. Must have good judgment, communication, and interpersonal skills.

The City of Seaside reserves the right to exclude applicants from process if all submission guidelines are not followed. A written DPSST exam demonstrating twelfth grade education will be required. An oral interview will be conducted for applicants who possess the minimum qualifications. Applicants receiving a conditional offer must pass a psychological examination, physical fitness test, medical examination, urinalysis and background investigation. Applicant will also be required to submit a F4 Personnel Action Application within 10 days of hire/start. RESIDENCY REQUIREMENT: Successful candidates must reside no more than 30 minutes from the Police Station within 6 months of start date.

SALARY AND BENEFITS: This position is not salaried and receives very little, if any, financial incentive. Instead, this represents an opportunity for a volunteer to give back to the community, keep skills sharp and gain experience in the law enforcement environment.
