Analyzes strategic business objectives and recommends, formulates, and implements education policy and standards to meet long and short-range strategic business goals. Analysis includes impact on customers, other programs, support requirements, risk factors, costs, and available alternatives. Designs and issues directives and instructions and develops recommendations to improve program effectiveness. Recommendations influence major changes in business practices and policies of the Service. Serves as a consultant to agency executives and senior managers on service-wide strategic educational program needs that address human resource management issues affecting the accomplishment of strategic goals and objectives. Provides leadership and guidance to HR embedded staffs in the development, design, and delivery of educational products and services. Represents human resource program concerns that are strategic in nature and scope and assures understanding and application of service-wide corporate policies. Implements and manages strategic programs and initiatives. Serves as a project manager coordinating assignments with other staff members based on priorities, level of difficulty, work requirements, and expertise of employees. Develops and coordinates work plans and project proposals involving staff needs, dollar costs, and production timelines to meet program objectives. Manages project operations such as budget planning and execution, vendor solicitation, contract administration and vendor performance. Establishes and facilitates matrix team operations composed of business unit representatives, external stakeholders, and outside consultants. Conducts briefings, prepares reports, promotes work efforts, products, and initiatives, and takes other actions needed to inform, communicate, and market service-wide educational programs to customers and stakeholders.
