The Project Manager 3 organizes, plans, and executes large-scale projects in the Asset Management and Real Estate Development department. The Project Manager manages budgets, develops and reviews plans, and coordinates significant and large-scale real estate development projects.

ESSENTIAL AREAS OF RESPONSIBILITY

Agency Management

All THA Managers are responsible to support a "one agency" perspective while acting as advocates for their work units and support the Executive team with implementing organization-wide goals and cross-department objectives.


Project Management

  • Initiate complex technical studies and prepare reports and recommendations.
  • Manage assigned resources and deliverables.
  • Direct and integrate all aspects of complex projects using project management and strategic long-range planning tools.
  • Facilitate and negotiate strategies and resources, use technical expertise for projects, and deliver projects on time and within budget.
  • Build and maintain relationships with all stakeholders and facilitate consensus across diverse groups and individuals.

Supervision and Leadership

  • Supervise, train, and evaluate assigned staff.
  • Build cohesive and results-oriented teams.
  • Establish and maintain effective and collaborative internal and external relationships.

POSITION REQUIREMENTS AND QUALIFICATIONS

  • Bachelor's degree preferred.
  • 7 or more years' related experience with increasing responsibility.
  • Real estate development experience in a public housing authority preferred.
  • Innovative insights into affordable housing real estate development policy and practices including finance, development, design and construction;
  • Exceptional project management skills across a wide range of tasks, including long-range planning for complex construction or rehab projects, or immediate action to address urgent needs.
  • Experience in long range and strategic planning; principals of management and conflict resolution.
  • Ability to identify resources available from public and private organizations; knowledge of federal funding programs.
  • Understanding of the impacts of historic and systematic racism in the housing market and a commitment to developing anti-racist policy in our development, procurement, and asset management strategies.
