The Behavioral Health Planning Analyst supports the Center for Behavioral Health (CBH) in the areas of clinical quality assurance/quality improvement, implementing best practice initiatives, value-based payment readiness, incident report management, and ensuring regulatory compliance. Primary duties include the routine clinical auditing of patient records (for established QA standards in the outpatient Substance Use and Mental Health programs), as well as selected Harm Reduction Center grant services, analysis and presentation of audit results, and development of associated recommendations. This position works collaboratively with other CBH program leaders to develop meaningful clinical quality improvement related activities for the CBH programs, utilizing PDSA cycles and other tools and provides direct assistance preparing for audits by the program’s regulatory bodies. Additionally, Behavioral Health Planning Analyst will assist with providing coverage for psychosocial assessments, collaborative treatment planning, engagement, referrals and evidenced-based clinical interventions as indicated for individuals dealing with a variety of substance use and co-occurring mental health issues. They will display evidence of advanced organization, flexibility, time management, initiative and communication skills required therapy within an integrated community health setting. As part of the essential functions, the Behavioral Health Planning Analyst will:
- Conducts initial psychosocial assessments and provides initial treatment recommendations and ensures transfer to primary counselor.
- Complete patient transfer form as required by regulation.
- Provides resources and referrals as indicated to facilitate achievement of a patient’s treatment needs.
- Completes other required clinical documentation per OASAS and OMH regulations.
- Collaborates with primary counselors, monitor care teams and program enrollment
and ensure patient linkage. - Completes closed in assessment documents as indicated.
- Conduct clinical audits and utilization reviews, as required by operating regulations, and as assigned, in all CBH programs
- Analyze and professionally report audit results in writing and verbally, as requested.
- Collect, analyze, and report trends related to clinical and other incidents in the CBH programs.
- Provide monthly reports to the behavioral health team to ensure caseload monitoring, risk management, and other tracking as directed by the Director of Behavioral Health Strategy.
- Collaborate as needed with team members from the Compliance, Information Systems, Quality, Population Health, and other departments to ensure timely and accurate completion of assigned tasks.
- Assist the Director of Behavioral Health Strategy to monitor key performance indicators (KPI)
- Facilitate the development, implementation, and evaluation of clinically related quality assurance/continuous quality improvement initiatives across CBH programs.
- Facilitate group and individual training, as needed, to audiences of various sizes.
- Identify and communicate changes in regulations related to CBH program operations to key stakeholders.
- Physical Requirements:
• Mobility sufficient to conduct regular duties within a normal office environment.
• Visual acuity sufficient to conduct individual and group encounters with patients and assess verbal and non-verbal responses, and to maintain system of charts and reports containing computer-generated and handwritten documents.
• Auditory acuity sufficient to communicate in-person and over the phone.
• Ability to work normal full-time hours with usual and customary breaks.
• Ability to lift up to 25 pounds without restriction to safely manage program supplies and equipment.
Qualified Candidate will have NYS behavioral health license conferring QHP status (LMSW, LCSW, LMHC, or RN) as required to by operating regulations to complete clinical audits in outpatient programs. Fluent in reading, writing, and speaking English (Spanish a plus). Strong technology skills and proficiency with MS Office software (Outlook, Word, Excel). Must be comfortable making public presentations and facilitating trainings for mid- to large-sized groups. Minimum of two years direct experience working in a behavioral health setting required. Clinical auditing, quality improvement, and project management experience preferred.
