We are looking for you to join our team as a Systems Engineering Manager 3 based out of Oceans Springs, MS with additional location options in Sunnyvale, CA or Charlottesville, VA. The Systems Engineering Manager 3 will be responsible for management and the technical execution of a distributed, multi-functional engineering team across multiple geographical locations. The role will be focused on managing the engineering execution and cross-platform integration for the CPS program. This is a dual-hatted role, encompassing both functional management and program execution activities with technical oversight and accountability for the technical performance of cross-platform integration activities on the CPS program. The selected individual must be able to make decisions with minimal support as well as, effectively communicate and present to executive leadership and customers, to ensure program needs are met.

The candidate will work closely executive leadership as well as, discipline managers, program directors, and program managers. The ideal candidate will also be responsible for driving and expected to champion change within the organization to achieve a competitive advantage for the business.

Travel
  • Position requires travel a minimum of 30% of the time to support distributed team.


Clearance Required

Responsibilities will include:
  • Lead a distributed, multi-disciplined (SE, HW, SAG, Q/V, System Test) technical leadership engineering team focused on managing the engineering execution and cross-platform integration across multiple contracts and platforms for the CPS program.
  • Provide expertise in critical, cross platform disciplines in the areas of SAG, Performance Analysis, and Specialty engineering.
  • Monitor performance of SEIT Leads and CAMs across the program, provide technical leadership, review, and oversight of proposal efforts (e.g. C101s, ECPs, ROMs, etc.) including preparation of cost estimates, providing proposal inputs, and review of proposal content for both internal and external customers.
  • Participate in and attend internal program, customer and/or supplier technical exchange meetings and/or formal program milestone reviews to provide and/or obtain progress status updates.
  • Resolve critical/urgent program/technical issues and drive for closure.
  • Foster an engineering culture that empowers employees, establishes personal and team accountability, motivates team performance, encourages development, and supports innovation.
  • Conducting Timecard review and approval, to include EWW requests.
  • Provide team members with day-to-day communications, operating objectives, technical guidance, performance assessment and/or feedback through quarterly connections, mentoring and career counseling, professional development and coaching, employee rewards and recognition.
  • Establishing and managing employee performance goals and providing regular feedback
  • Drive engineering strategy and practices pertinent to the organization by supporting department initiatives (e.g. improving heading checks, improve CEAC activities), technology roadmap creation, and evaluate current program requirements to ensure the team is properly staffed to optimize contract performance.
  • Partnering with technical and functional management to develop an approach that satisfies the staffing needs between stakeholder organizations.
  • Coordinate with programs to ensure appropriate staffing actions are developed and executed relative to the functional area, supporting the hiring process (to include resume review, interviewing, offer recommendations, and onboarding)
  • Lead and participate ITA initiatives that enable consistent engineering rigor, adopt best practices, and leverage common tools, templates, and processes.
  • Monitor team performance and adherence to NG processes.
  • Create, monitor, and report on core metrics consistently.
  • Responsible for communicating and coordinating with other Integrated Product Teams (IPTs) across multiple disciplines supporting the design, development, and integration.
  • Provide technical oversight for CPS system architecture MB(x) environment activities including design, development, and implementation, and monitoring of the CPS Digital Transformation/MB(x) Roadmap., alignment to engineering best practices, training curriculum, EMR, etc., and leverage standardized tools and development environments.


Basic Qualifications:
  • Bachelor's Degree in a STEM (Science, Technology, Engineering or Math) discipline with 9 years of engineering experience; OR a master's degree in a STEM discipline with 7 years of engineering experience; OR a PhD in a STEM discipline with 4 years of engineering experience
  • US Citizenship with an Active DoD Secret clearance.
  • Ability to work onsite at a minimum of 3 days / week.
  • Strong proficiency in all aspects of Systems Engineering processes and procedures with an emphasis on requirements analysis through verification testing for hardware intensive programs.
  • Prior experience in Management and/or Technical Leadership role for large technical teams of 50+ employees, or other demonstrated leadership role related to program execution.
  • Strong experience in planning and executing development/production phase of the program, proposals, and EVMS.
  • Experience in technical problem solving, including decomposition, root cause analysis, solution development, implementation, and monitoring.
  • Solid understanding of the Design, Manufacturing, and Test Integration process
  • Demonstrated ability to implement process improvements, streamline activities, and develop effective processes.
  • Technical background in systems engineering, hardware design, development, and integration.


Preferred Qualifications:
  • Master's Degree in a STEM (Science, Technology, Engineering or Math) discipline (preferred Mechanical or Electrical Engineering)
  • Experience selling off an element/segment/system.
  • Cost Account Management (CAM) experience
  • Model Based Systems Engineering (MBSE), including CAMEO experience.
  • Understanding and knowledge of Agile (SCRUM) techniques and activities
  • Project Management experience with the ability to analyze and communicate variances in schedule and budget and a proven ability to develop corrective action strategies.
  • Supplier Management experience
  • Highly organized and self-driven with the ability to lead a multi-discipline engineering team to accomplish complex objectives.
  • Experience designing conventional launcher mechanical systems.
  • Excellent communication, project management, leadership, and team building skills, with the ability to interface with all levels of leadership and able to work effectively in a team environment.
  • Must be capable of working independently under minimal supervision and as part of a large multi-disciplined, distributed team.
  • Ability to obtain and maintain a Top Secret clearance.


Salary Range: $156,000.00 - $271,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
