It is too large for governments and law enforcement to address alone. To protect patients and their trust, Gilead is committed to detecting, stopping, and preventing the harm and damage caused by these crimes and their unfair trade practices. This is an exceptional opportunity to join Gilead’s dynamic Anti-Counterfeiting/Global Product Security group within IP Legal that is responsible for addressing these threats for the Company. This role will report directly to the head of the group and will lead and accelerate the development of the group’s pharmaceutical crime and healthcare fraud program. The role will include both people leadership and individual contributor responsibilities, with a focus on leading the team through an exciting period of growth as we continue to harness data and intelligence to support our proactive programs.Essential FunctionsLeadership & ManagementProvide visionary leadership in the role of pharmaceutical crime and healthcare fraud investigations to develop and implement best-in-class strategies to detect, address, and prevent fraud. Partner with the team to accelerate the development of its industry-leading Pharmaceutical Crime/Healthcare Fraud Program focused on leveraging data and internal and external relationships to proactively generate investigation leads; thereafter manage and lead the Program and the resulting investigations.Partners with the team to develop a multi-year strategic plan on data-driven-investigations, (including supporting the development of the team’s AI/ML-Data Analytics Program as an investigation lead generator), identify the strategic priorities necessary to achieve it, and ensure that those priorities are successfully executed.Leads strategic initiatives and special projects, such as developing a network of internal and external stakeholders and engaging in continuous two-way learning and information sharing to identify and execute on innovative investigative tactics and improved ways of working.Partners effectively across the organization to create and execute project, change, and communication plans.Proactively manage and optimize vendor relationships, oversee contract negotiations, and ensure consistent performance and delivery to support operational needs and strategic goals.Manages, leads, and supports the professional development of a team of investigators and analysts, providing direction, guidance, and support as needed.Represent Gilead at industry meetings, influence and shape industry strategies and initiatives to fight fraud, including developing and executing on education and training strategies.Knowledge & Judgment·Provides subject matter expertise on a broad range of investigative tactics and tools to fully develop cases for appropriate action.·Responds to and investigates leads involving complex facts and schemes under guidance and supervision from Team Lead and in partnership with Team Attorneys, Investigators, and Analysts.·Maintains accurate and organized documentation of all investigations, ensuring compliance with the team’s record-keeping requirements and facilitating regulatory reporting, criminal referrals, and civil litigation.·Consistently exercises sound judgment and earns the trust and confidence of key internal and external stakeholders to enhance the group’s collaboration efforts and effectiveness. ·Consistently considers and/or questions the broader implications of actions and ensures internal alignment, including cross-functional alignment, before acting.·Simplifies complexity by considering multiple factors and providing clear communication and recommendations that are attuned to, and understood by, the particular audience.·Confident and comfortable navigating ambiguity and confronting adaptive challenges through an open-minded, creative, and inquiry-based approach while remaining solutions-oriented.·Develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness.  Challenges are frequently unique, and solutions may have significant impact across various parts of the organization requiring education and coalition building for successful implementation.Teamwork·Understands the roles and responsibilities of, and collaborate well with, teams across functions, departments, and geographies.  Triage and redirect issues to the appropriate team.·Exemplify a team-culture of trust, respect, and reliance upon each other.·Value diverse perspectives and promote inclusivity.·Works continuously under consultative direction toward long-range goals and objectives of the team.·Assignments are often self-initiated.  With no direct supervision.·Conducts regular meetings with key stakeholders for awareness and to drive results. ·Drives alignment by seeking input from cross-functional colleagues and exercising persuasion and influence where appropriate.·Builds and maintains strong relationships with internal and external stakeholders to act quickly and broadly to new and existing threats.RequirementsWe are all different, yet we all use our unique contributions to serve patients. Please see the following for the qualifications and skills we seek for this role.Minimum Education & Experience Extensive experience in leading, conducting, documenting, and concluding investigations and supporting follow-on enforcement actions by partnering with attorneys.Extensive experience in building and maintaining valued business relationships among individuals with shared interests and goals to amplify impact.Proven track-record of building successful case referrals for criminal or civil enforcement.Excellent project management skills and sound judgment in managing cases and interacting with internal and external stakeholders.Experience in successfully building and creating new and impactful initiatives and programs where there is no precedent or clear path-forward.Experience leading cross‐functional teams in a matrix environment; managing projects involving multiple functions and shared accountabilities.Experience in analyzing and using big datasets to identify insights, trends, investigative leads using dashboards and excel spreadsheets.Experience in developing and using i2 charts.Management experience, including developing, mentoring, and supervising junior team members.14+ years of investigative experience, with a BA/BS degree or 12+ years of investigative experience, with an MS/MA or MBA.Knowledge & Other Requirements Working understanding of the pharmaceutical and healthcare industry, including the various economic players/payers as well as government and industry programs designed to improve access and pharmaceutical supply chains.Exceptional level of collaboration with team members in a nimble organization.Excellent written and verbal communication and presentation skills with a laser-sharp focus on being clear and concise, and audience focused, including strong PowerPoint skills.Working understanding of trademarks and their relevance in protecting consumers from fraud.Working understanding of attorney-client privilege and the importance of confidentiality and sharing information on a need-to-know basis.Effectively collaborate, communicate, and work cross-functionally.Have a natural mindset of continuous improvement and agility to best address the evolving and ever-change threat of pharmaceutical crime and healthcare fraud.Organized, detail-oriented, and exceptional follow-up skills.Proficient in Microsoft Outlook, Word and Excel and records/case management databases.Consistently demonstrate and adhere to Gilead’s Core Values and create and inspire a team culture committed to the same.Experience with data visualization tools.Preferred Experience/Qualifications High-level understanding of relevant legal concept, including intellectual property, the Lanham Act, criminal anti-counterfeiting, fraud, and abuse laws, and the 340B drug pricing program.Experience in building networks and coalitions to drive results.The salary range for this position is: $201,025.00 - $260,150.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
