Finance Director/Treasurer


The City of Rawlins is seeking a Finance Director/Treasurer to join our team. This is a full-time exempt position working under the direction of the Rawlins City Manager.

The Finance Director is responsible for managing the financial affairs of the City. They perform professional administrative, accounting, and financial reporting work as well as manage the day-to-day activities of the Finance Department. They work with staff and Council in development of the annual budget and monthly reporting. They manage the investment of funds, serve as City Treasurer, and implement city-wide internal controls.


Work involves a variety of professional technical duties related to controlling the financial reporting, budgeting, accounting and asset management functions of the city and its various departments as needed to assure the accuracy of the general accounting, cash management, revenue & expense forecasting, and utilities operations.

The City of Rawlins operates under a council-manager form of government, which consists of seven Council members. Six members are elected by wards and one on an at-large basis. The Mayor serves as the leader of the Council and is selected every two years by the seated Council.


The organization of the City of Rawlins consists of seven major departments (Administration, Community Development, Finance, Fire, Police, Parks & Recreation and Public Works). The Finance department consists of the Finance Director, and Assistant Finance Director and three (3) clerks.

The City of Rawlins is located in south-central Wyoming along the I-80 corridor. According to the 2020 census, Rawlins population is 8,221. Rawlins prides itself on its friendly faces and small-town values. A few challenges you may face:

  • Remote - Wyoming is the least populated state in the US. This gives plenty of space to enjoy the outdoors.
  • Evening meetings - The City Council meets every 1st and 3rd Tuesday each month. The Finance Director is often called upon to provide financial information to Council during these.

Job Duties:

This position is a member of the executive leadership team. They are involved in strategic planning and business plan development. As treasurer, they are critical in financial reporting and risk management functionality including monetary investment and control. Minimum Qualifications:

Education: Must possess a bachelor's degree in accounting, finance, business administration or related field.

Experience: Five (5+) years of related experience

Bondable


Preferred Qualifications:

CPA preferred
