This headquarters level position offers personally rewarding experiences by influencing the direction of challenging, dynamic, and developing operation, maintenance, and replacement programs for 93 public water systems serving 39,000 customers and 104 wastewater collection and treatment systems serving 14,000 customers throughout the Navajo Nation. The position is in a scenic location in the newly constructed NTUA headquarters office building, close to the historically rich Navajo Nation capital.

MINIMUM QUALIFICATIONS REQUIRED:

Bachelor of Science Degree in Construction Engineering, Civil Engineering or Environmental Engineering from an ABET accredited program with major course work in civil or environmental engineering.

3 years experience in Construction or Civil Engineering specific to water supply, water distribution, water treatment, wastewater treatment and wastewater systems.

3 years supervisory experience.

Experience in AutoCAD and Engineering software applications desired.

Engineering in Training (EIT) or Professional Engineer (PE) registration desired.

Valid Driver's License (subject to driving record review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Develop measurable performance expectations for assigned staff according to department goals and objectives.

Analyzes and resolves work problems. Initiates or suggests plans to motivate workers to achieve work goals.

Assigns staff daily duties and evaluates performance of workers. Follows up on status and projects of jobs.

Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.

Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel.

Performs varied civil engineering functions in support of the design, construction and operation and maintenance of water supply, water distribution, water treatment, wastewater treatment and collection systems.

Develops construction plans, specifications, cost analysis requests for proposals and other contract documents. Works with consultants, engineers, developers, contractors, other departments and divisions and outside agencies as required.

Performs project management and construction supervision for capital, O&M and emergency projects.

Prepares comprehensive special engineering studies, reports and plans.

Develops and maintains system operations databases information files.

Develops, reviews, updates, and revises operation and maintenance programs and manuals.

Develops, reviews, updates, and revises reports as required by permits and funding sources.

Reviews reports, plans and infrastructure design by outside agencies.

Responds to district requests to assist and address system operation and maintenance issues.

Monitors system operations for regulatory compliance. Prepares remedial action plans. Response to regulatory agency inquires and correspondence. Tracks progress and prepares project update reports as required.

Maintain system operating permits, water use permits, wastewater NPDES discharge permits and project construction permits.

Participates in general public meetings and awareness programs. Responds to outside agency requests and customer inquiries and complaints.

Manages, Supervises and schedules employees by establishing performance goals, allocated resources and assesses polices for direct subordinates, including selection, training, performance appraisals and work allocation.

Participate in the preparation and administration of annual Capital and O&M budgets. Maintain budget and project status reporting systems.

Identify outside funding sources and opportunities. Provides information and data to complete funding application processes. Track funding application processes.

Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
