A successful Program Manager will have the following: 

  • Bachelors Degree from an accredited college preferred. Minimum 2 years’ experience in project management or related field, preferably within DISH, or equivalent combination of education and experience
  • Knowledge of principles and practices of sourcing, negotiating, and purchasing, including ethics, Internet research, and quality and inventory control and an interest in process improvement and a general understanding of contracts
  • Familiarity with basic office software (e.g. ERP systems including Oracle, database management, MS Office products including Excel, Word, Outlook, PowerPoint, Visio, and OneNote)
  • Ability to work independently to conduct studies, analyze and evaluate data, and make recommendations and decisions on complicated or high-profile projects
  • Proficiency in performing math calculations such as calculating fair market rates, interest, discounts, shipping charges, ROI, etc. and comfortable using and converting common units of measure
  • Excellent verbal and written communication skills; extremely detail-oriented

The Program Manager is an integral part of the Procurement team, which is generally responsible for helping all DISH team members to Spend Money Like it’s Their Own. This role is responsible for recommending, prioritizing, and managing projects related to all activities of Procurement, including Forecasting/Planning, Analytics, Purchasing, and Commodity Management. Procurement project initiatives may include but are not limited to process improvement, technology management and innovation, new product introduction, training, and policy management. Some travel may be required.

 

Primary responsibilities include:

  • Help build a “Spend Money Like it’s Your Own” culture within DISH to support strategic decision making and to increase business value, minimize Total Cost of Ownership (TCO), and improve Procurement Cycle Time. Work closely with the Procurement Forecasting/Planning, Analytics, Purchasing, and Commodity Management teams to support internal DISH customers in sourcing the right products at the right time and price
  • Understand each area of the Procurement team at an in depth level in order to both identify and champion projects that will increase the overall efficiency of the team or, in some other manner, benefit the department and the company overall. Develop a deep understanding of Oracle Purchasing and Forecasting abilities and request and manage changes or updates to these systems as the need or opportunity arises
  • Monitor vendor data and determine which vendors may be candidates for automated purchasing and PO/invoice processing (e.g. via Internet Procurement, EDI, and/or cXML); submit prioritized vendors to IT for setup and manage each project through to testing and implementation
  • Represent Procurement and communicate important information throughout the team and back to the business for new product introductions; process purchase requisitions, compose and communicate product specifications, and coordinate distribution efforts throughout the DISH supply chain
  • Manage and reform the new hire integration process for members who join the Procurement team. Write, manage, and enforce policies as they relate to the Procurement process at DISH
  • Build and maintain solid business relationships with multiple departments to ensure a smooth and timely completion of projects. Maintain data and prepare reports and analyses using standard office software
  • Help develop various projects and programs in a relatively new and growing Procurement organization. Ensure that all business transactions are moral and ethical and that activities are compliant to Sarbanes-Oxley (SOX) and other relevant regulatory programs
