Program Manager/Chief Technical Architect is responsible for leading the effort to develop, implement, and deploy the integrated CPS data warehouse at NOAA. The program includes all administrative applications being implemented at NOAA, including the CPS software with the NOAA accounting system. The Program Manager/Chief Technical Architect will manage multiple teams supporting development, test, and operations. They will also provide experienced support to senior government executives in preparing and responding to external data calls, IT audit requests, and IG inquiries, OMB300 budget submissions, advanced acquisition plans, external quarterly status reports, strategic planning exercises, risk management and mitigation, and project planning and execution initiatives.

  • Delivering expert consulting as the Technical Architect for the NOAA Commerce Business Systems (CBS) program, its interfaces, and supported initiatives.
  • Leading NOAA's effort to develop, implement and deploy the integrated CBS data warehouse at NOAA including implementation of the Oracle Discoverer ad-hoc query tool.
  • Designing and implementing Discoverer Business Areas currently deployed to NOAA end-users and being integrally responsible for responding to many internal and external data calls related to NOAA
  • Being responsible for the requirements analysis, design, development, implementation, and integration of the PCS software with the NOAA's accounting system.
  • Supporting all aspects of operations, support, maintenance, and rate updates for the PCS implementation.

The ideal candidate for this position will have a bachelor's degree in computer science or a related field, and at least 10 years of experience in a similar role. They will also have experience with project management, systems architecture, and data warehousing.
