Job Title: Animal Control Officer                              FLSA: Hourly/Non-Exempt
Department: Police                                                    Reports to: Assigned Police Captain
Salary Range: $15.00-$16.41
This job description should not be interpreted as all inclusive. It is intended to identify the major responsibilities and requirements of this job. General Purpose:
Under the general supervision of the Police Chief and patrols city limits in a special marked vehicle or on foot for the purpose of enforcing animal control violations.  Work is performed within established procedures, but requires some independent judgment in interpreting and enforcing violations.  Work is reviewed by a supervisor through observation, results achieved and activity reports.  Work hours are assigned by supervisors within departmental regulations.

Essential Functions:
  • Patrol streets to capture stray animals which are running at large and transport them to the city animal shelter.
  • Investigate citizen’s complaints relating to animal ordinance violations, including but not limited to, dogs running at large, bites (vicious animals), property damage and injuries caused by animals. Report and apprehend vicious or unruly animals and remove dead and injured animals from the streets and sometimes residential premises.
  • Issue citations in violation of animal ordinances within Section 92 in the City of Claremore Ordinances. May be required to testify in court.
  • Care for, feed, water all housed animals at the animal shelter, and adopt to citizens, when possible, those animals that are at the shelter. Provide maintenance and upkeep for the animal shelter and maintain supplies for shelter.
  • Provide medical care for sick animals, within reasonable resources available at the shelter. Maintain records including adoptions, city registrations, and all included shelter paperwork in the scope of public and shelter animal documentation. Log all incidents concerning animal control as well as maintaining legal records in concern to calls and reports.
  • Daily use of computer utilizing Shelter and Police software programs. Communicate with the public, building positive relations with public awareness of ordinances regarding animal control and humane treatment of animals.
  • Maintain normal availability by radio or telephone for call out or consultation on emergencies. Maintain departmental equipment, supplies and facilities.
  • Ensure use of personal safety equipment to prevent injury to animals or self, i.e. gloves, mask, night stick or traps Determine animals to be euthanized and communicate to assisting staff. Follow established protocol as determined by the OK Veterinary Board to include post euthanasia activities and documentation. Eliminate animals by euthanasia Responsible for proper disposal of animal carcasses.
  • Performs all other duties as assigned.
Knowledge, Abilities and Skills:
  • Knowledge: Thorough knowledge of modern animal control principles, procedures, techniques and equipment; Considerable knowledge of applicable laws, ordinances and department rules and regulations; Extensive knowledge of the city’s geography.
 
  • Abilities: Come to work on time, follow directions, be honest and dependable, maintain safe work environment, be cooperative, have a positive attitude, be courteous and considerate team member, manage time effectively, concentrate on work, recognize problems and find solutions.  Ability to express oneself clearly and concisely in oral communication with the public; to write/print accurately; learn municipal and state animal ordinances; learn and understand departmental rules, regulations and procedures; read maps/streets of city of Claremore; work effectively with a minimum amount of supervision; read and write the English language; establish and maintain effective working relationships with peers, supervisors and the public.
 
  • Skill: Skill in operation of the tools and equipment listed below.  

Minimum Qualifications:
  • Graduation from high school or GED equivalent
  • Must be 18 years or older at the time of employment
  • Must possess, or be able to obtain by time of hire, a valid Oklahoma State driver's license without record of suspension or revocation in any state
  • Must be insurable with City’s insurance carrier
  • No felony convictions or disqualifying criminal histories within the past seven (7) years
  • Must have no allergies to animals or animal hair, or cleaning/sanitizing chemicals. 
  • “On Call” responsibilities are on a rotation schedule within Animal Control officers.  One must be able to report to the call within 30 minutes, and be available evening and weekends for police department emergencies requiring our services. 

Tools and Equipment:
Patrol vehicle, animal capture equipment, police radio, first aid equipment, personal computer.

Physical Demands:
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.
The employee must frequently lift and/or move more than 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment:
While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high, precarious places and is occasionally exposed to wet and/or humid conditions.
The noise level in the work environment is usually moderate.
