Essential Duties and Responsibilities

  • Creates draft outlines, or writes proposals/SOQs for original concept, and submits for review by Project Manager.
  • Coordinates input of proposal information from various divisions/other Willdan offices/ sub consultants.
  • Generates and publishes proposal/SOQ "timeline."
  • Establishes control procedures to ensure timely completion and delivery of proposals/sows.
  • Prepares all necessary documents and forms for inclusion in proposal/SOQ.
  • Creates, maintains/updates Master Statement of Qualifications (SOQ), all master forms, and monthly proposal log.
  • Designs and prepares special pages, including but not limited to covers, color dividers, velum sheets, color matrices, organization charts, project schedules, and fee schedules.
  • Assists other offices with resumes, related experience, research, and proposal/SQO preparation.
  • Creates and maintains control log for all incoming Request for Proposals (RFP).
  • Performs careful reading of RFP to identify what is required for inclusion in proposal/SOQ.
  • Identifies personnel to receive RFP, prepares cover form, and distributes to appropriate personnel.
  • Performs quality control check of all work products.
  • Prior to printing, performs final review of RFP to determine if proposal/SOQ meet all agency requirements.
  • Coordinates printing of final document, preparation of labels and special labels, signing of documents, and delivery.
  • Creates resumes for new employees and updates old resumes to standard format or 255 format.
  • Updates related experience to standard format or 255 format.
  • Creates and updates standard boilerplate library.
  • Creates proposal master file to include copy of RFP, proposal/SOQ/No Bid, and related records for forwarding to TIC.
  • Prepares "No Bid" letters and composes letters of interest or memorandums requesting RFP or SOQ packages from agencies.
  • Creates monthly activity report for corporate newsletter.
  • Ensure electronic files are consistent with other Willdan offices.
  • May attend pre-proposal conference and kick-off proposal meeting.

Job Requirements / Qualifications

  • Associates degree or equivalent from two-year college or two years of experience as a Proposal Coordinator I.
  • Position requires capability of using Microsoft Office 2000, which includes Word, Excel, PowerPoint, Outlook, and Access; Microsoft Visio, Microsoft Project, and WordPerfect.
